Indian City Slum Areas Become Newly Desirable Places to Live

 

 

With India’s urban economy experiencing rapid growth, its slums – once seen as the most undesirable places to live in the country, if not on Earth – are attracting the attention of affluent residents and developers inIndia’s rapidly expanding cities. The prosperity inIndia’s cities has made these areas’ proximity to business and entertainment zones highly desirable. In turn, this has led to slum dwellers either upgrading their homes and in the process boosting their value, or being offered the opportunity to sell their rudimentary dwellings to real estate agents and property developers.

For some, this could be a great leap forward in income and opportunity; for others, it could mean exploitation and hard choices, weighing up the cash boost against moving out of the slum area.

How to best handle slum areas in urban and peri-urban communities will be a major challenge for most countries in the South as they continue to urbanize.

India’s phenomenal economic growth rate – forecast to be 7.9 percent this year by the Asian Development Bank, after averaging 7.7 percent per year over the past decade – has been the force behind an expanding middle class population, now estimated at 50 million people (McKinsey). Forecasts see it swelling from 5 percent ofIndia’s population to 40 percent by 2025.

With 30 percent of the population living in urban areas and cities contributing 60 percent of the country’s GDP and 90 percent of government revenues (Wall Street Journal), city-dwellers’ fate is critical to the functioning of the economy.

According to the 2001 Indian census, slums make up 25 percent of all housing and 26 percent of urban households lack access to sanitation facilities.

But Indu Prakash Vaidya, a 32-year-old housewife, is part of new trend in India’s city slums. Vaidya lives in a small shanty house in Mumbai with no running water, no sewage services and a jerry-rigged electrical connection.

Vaidya’s home is a just a single room for the five people in her family. They sleep on the cement floor and the ‘kitchen’ is a two-burner gas stove. The dwelling is so poorly constructed that they have to move around inside the room when it rains outside to avoid getting soaked.

But her humble home has been valued at US $24,000 by people looking to buy it.

According to real estate agent Hari Ram, the average price of a 91 square metre shanty home in Mumbai is now US $46,000.

“Shanties as small as 120 square feet… are as expensive as US $93,000,” Dinesh Prabhu, a construction company owner, told NDTV television.

Sixty percent of Mumbai’s 21 million people live in slums. And many are now finding themselves the subject of a property boom. This has led to the bizarre spectacle of luxury high-rise buildings sprouting up in a sea of slum housing. The slums are attracting the attention of those with money because many busy city workers face long commutes and are desperate for homes closer to work and entertainment areas.

The value of living close to the action is summed up by one slum dweller:

“People would kill to be in a place like this,” said slum dweller Sundar. “There are four local train stations close by. And the bus stop is a stone’s throw away.”

Some say this real estate boom offers enormous potential for the poor.

“All I can say is, given the current real-estate rates, those slums are invaluable,” said Sharad Mahajan of the Pune-based nonprofit organization Mashal (http://mashalindia.org).  Mashal focuses on the problem of urban shelter and also implements housing projects. It has been working in the Dharavi slum area with theMaharashtra government on its redevelopment. The slum is well-known for its representation in the film Slumdog Millionaire, and the area is next to the Bandra-Kurla Complex business district of Mumbai. Mashal has been mapping the area, home to 60,000 families, to make sure the redevelopment is fair to the families living there.

Land tenure is an issue however. Many slum dwellers do not have official title to the land they live on. Over time, they have become semi-official places to live as governments have hooked many up to electricity and drinking water. Issues of corruption and exploitation are also other problems that need addressing if this real estate windfall is to actually benefit slum dwellers.

Typical slum dwellers are day labourers and poor migrants. But others are people who good easily afford to live somewhere else but don’t want the long commutes to work.

“It is simpler and less expensive to live here,” said Sankaralingam, a plastic merchant, who estimates his annual income at around US $9,300: an amount that could get him a home somewhere nicer.

For Indu Prakash Vaidya, the dilemma – to sell or not to sell – makes for some painful choices. While her current home is prone to flooding during the rainy season, she feels she would have nowhere else to go if she sold the home.

Yet the pressure to sell is great and elemental.

“I have three children, and their education and well-being need to be taken care of. Financial constraints can push me to sell this shanty in the future, then where will I live? I will have nowhere to go,” she told NDTV.

Filipino Architect wants to Transform Slum with New Plan

A clash is occurring across the global South over the future of urban planning and the ever-growing slums of the world’s megacities. This will be a decisive clash of visions: should cities flatten slums and relocate their residents, or work with slum dwellers, acknowledge the role they play in city economies and improve their lives with better dwellings?

As the world turned into a majority urban place in the 2000s, cities grew at a phenomenal rate. The cities of Africa and Asia are growing by a million people a week, according to some estimates. Megacities and sprawling slums will be the hallmarks of this new urban world, it seems. In sub-Saharan Africa, 72 percent of the population already lives in slum conditions.

The danger of building unsafe or makeshift homes can be seen in 2010’s devastating earthquake in Haiti, where many buildings collapsed, killing thousands.

One of the Philippines’ leading architects and urban planners,
Felino A. Palafox Jr. of Palafox Associates (www.palafoxassociates.com), is passionate about re-making the slums in his country’s capital, Manila. The city is prone to devastating and sometimes deadly flooding. Palafox believes the vulnerability of slum dwellings and poor urban planning are placing lives at risk.

“We can’t wait for another tragedy,” Palafox told the Philippine Daily Inquirer in 2010. “We have seen how an unprecedented volume of rainfall like what (storm) Ondoy had brought could prove too much for Metro Manila’s river and drainage system. We have also seen what a massive earthquake could do to an unprepared city like Haiti.

“While there is nothing that we could do to control the destructive power of these natural phenomena, there are steps that we could take to limit the amount of damage.”

If the rapid growth in urban populations is to be safe and sustainable, then new dwellings will need to be built that meet high standards of durability.

The UN Challenge of Slums report from 2003 (www.unhabitat.org/pmss/listItemDetails.aspx?publicationID=1156) broke with past orthodoxy that slums must be cleared, arguing that slums should be seen as positive economic forces, incubators for budding entrepreneurs that offer a gateway to better things for new migrants.

Muhammad Khadim of UN-Habitat summed up the new thinking:

“Ten years ago, we used to dream that cities would become slum-free,” he said. But “the approach has changed. People see the positives. The approach now is not to clear them but to improve them gradually (and) regularise land tenure.”

The arguments behind embracing slums come from the economic changes across developing countries since the 1970s. Growing informal economies combined with fewer social provisions and the shift to urban from rural communities have all contributed to the explosion in slums and informal housing.

Manila is a city of stark and startling contrasts: there are glitzy shopping malls and high-rise office buildings, but also large slums and hungry people begging and selling trinkets on the city’s roads.

It’s a place where the slum clearance-vs-renovation debate is hot and current. The Philippines is currently in the midst of a campaign to clear slums in Manila and move people back to the countryside.

“Many of our people are no longer interested in agriculture, so we need to give them incentives to go back,” Cecilia Alba, head of the national Housing and Urban Development Co-ordinating Council, told the New Statesman magazine. “If we had to rehouse the slum-dwellers inside Manila in medium-rise housing, it would cost a third of the national budget.”

Palafox has a different vision – rebuilding a slum community from top to bottom.

An architect, environmental planner, urban planner and development consultant, Palafox runs one of the top architecture firms in the Philippines, employing more than 100 staff and consultants.

Usually occupied with office buildings in the go-go new business centres of the Middle East and Asia, Palafox has turned his attention to Estero de San Miguel, a Manila slum that is home to some 1,200 families, or 6,000 people.

Families are packed into tiny rooms in a labyrinthine slum complex beside a canal. The rooms are made of wood and floored with linoleum and have to be accessed through a narrow tunnel and tight connecting corridors.

Palafox’s plan is to work with the residents and rebuild it in its current location. In place of makeshift shacks will come modular homes, 10 square metres in size with space for shops and bicycle parking.

The design has the homes extend above a walkway, imitating the way the original slum structures were built.

Palafox is applying innovative thinking to the problem: taking his design direction from the dwellings slum residents build:  “The slum-dwellers,” he explained to the New Statesman, “are experts at live-work space design. They spontaneously do mixed-use! We just have to learn from them.”

Re-housing the residents on site means they can continue to play their role in the city’s economy, and do not have to make a long commute to jobs and opportunities.

Palafox also rebuts complaints about the cost of his plan, arguing the scale of corruption in the Philippines costs just as much.

“OK, the total cost of rehousing slum-dwellers in situ is 30 per cent of GDP (but) I calculate we lose about 30 per cent of the country’s wealth through corruption. If we didn’t have corruption, we wouldn’t need to tolerate slums.”

Another passionate advocate of working with slum dwellers is Father Norberto Carcellar from the Homeless People’s Federation (http://sdinet.org/countries/philippines.htm).

“We have to recognize the value of slum-dwellers to the city,” he said. “These are the ones who drive your car, clean your house and run your store. If these people were cleared from the city, the city would die. Slum-dwellers add social, political and economic value to the city.”

Even in its current form, Estero de San Miguel is a vibrant place, with an Internet café and a volunteer police force.

A BBC report found it lively and economically viable because it has educational and communication technologies that improve living conditions. The residents make their living working as cheap labour for the city.

Oliver Baldera, a carpenter, lives with his wife and four children:

“We’ve been here more than 10 years,” he told the New Statesman. “There’s no choice.

“It’s easier to get a job here and I can earn 400 pesos a day. I can send the kids to school and they eat three times a day – but it’s not enough. I need more space.”

Favela Fashion Brings Women Work

 

A highly successful cooperative of women in Brazil has shown that it is possible for outsiders to make it in the fast-paced world of fashion. Despite being based in one of Rio de Janerio’s slums, or favelas (http://en.wikipedia.org/wiki/Favela), the women have developed a reputation for high-quality merchandise and even put on fashion shows.

Fashion earns big money around the world: The global clothing industry is estimated to be worth more than US $900 billion a year. But fashion also has a reputation for relying on sweat shops, poor pay and poor working conditions. The poor are the most at risk of exploitation in the industry – upwards of 90 percent of sweatshop workers are women (www.feminist.org).

Yet the COOPA-ROCA cooperative (www.coopa-roca.org.br/en/index_en.html) – or Rocinha Seamstress and Craftwork Co-operative Ltd – has pioneered a way to involve poor women in the business, build their skills while creating high-quality products, and be flexible enough to make time for their families’ needs. It particularly helps single mothers.

The cooperative was founded by Maria Teresa Leal in Rocinha – the largest favela in Rio, home to over 180,000 people. After visiting her housekeeper’s home in the favela, Leal was impressed by the sewing skills of the women but found they weren’t making any money from their work. She decided to found the cooperative in 1981 and start making quilts and pillows. By the early 1990s, the cooperative had attracted the attention of Rio’s fashion scene. And in 1994, it jumped into making clothes for the fashion catwalks. Fashion designers in turn taught the women advanced production skills and about fashion trends.

Today, the coop has established a hard-won reputation for quality and sells its clothes to the wealthy elite of Rio. Its success has led to contracts with major clothing stores, including Europe’s C&A.

“Creativity is an important tool for transforming people and raising their consciousness,” Leal told Vital Voice. “My great passion is beauty. Beauty has the capacity to inspire, to touch individuals in a more subtle way. For this reason, I like to make beautiful things with the artisans of COOPA-ROCA.”

Leal realized that most small businesses helping the poor fail despite their best intentions. They often make the same mistakes: they fail to produce high quality goods, they fail to do market research and understand who they are selling to, they fail to develop the skills of their workers, and most importantly, they fail to see that they have to compete in a global economy with lots of other enterprises. How many people have seen crafts and knickknacks for sale that nobody really wants?

Slum dwellers are on the increase across the South. As the world becomes a more urban place – and 70 million people move every year to the world’s cities (UN) – the growing population of poor women and households presents a dilemma: how to provide meaningful work so they do not fall risk to exploitation? Without work opportunities, women can feel pressured to turn to prostitution, or even be trafficked by gangs for work or sex. And women in slums experience greater levels of unemployment than those who live elsewhere (UNHABITAT).

Women now make up the majority of the world’s poor: 70 percent of the world’s poor are women, as are a majority of the 1.5 billion living on less than US $1 a day (UNESCO).

Established in 1981 from a recycling project for local children, COOPA-ROCA started with finding ways to use thrown away scraps of cloth to make clothing. It eventually evolved into a cooperative. It focused on improving traditional Brazilian decorative craftwork skills like drawstring appliqué, crochet, knot work and patchwork.

“COOPA-ROCA works with traditional handicraft techniques that are widely used by women around the world,” explains Leal. “As COOPA-ROCA works with fashion, and fashion is always linked with media, the COOPA-ROCA artisans inspire other women who recognize in themselves the potential to do the kind of work that COOPA-ROCA does.”

For its first five years, COOPA-ROCA concentrated on building the organization and the skills of the artisans. Once a production structure was in place, quality control workshops were set up to increase the quality of the products so they could compete better in the marketplace.

“Many social projects believe that money is the only resource required to begin their work. The COOPA-ROCA case proves that social organizations must use a more entrepreneurial vision to understand the concept of resources.”

The cooperative’s mission statement is to “provide conditions for its members, female residents of Rocinha, to work from home and thereby contribute to their family budget, without having to neglect their childcare and domestic duties.”

By doing this to a high standard, the profile and reputation of traditional crafts has been raised.

The COOPA-ROCA hopes the work shows others how they can increase income in poor communities. The cooperative has 150 members and has partners in the wider fashion and decorative design markets.

The women equally share responsibility for production, administration and publicity. While they work at home, they come to the office to drop off the completed pieces and pick up more fabric.

The success of the cooperative has led to donations of funds to build a new headquarters designed by architect Joao Mauricio Pegorim.

Despite the cooperative’s success, it is still not easy to work with partners. “There are many negative preconceptions about Rocinha and the people who live there, both within and outside of Brazil. COOPA-ROCA is consistently rejected when it applies for loans,” Leal said. “Furthermore, the cooperative’s commercial partners usually do not enter the favela themselves, and I must serve as a bridge between the two worlds.”

But Leal is still ambitious for bigger things: “I envision COOPA-ROCA expanding to include 400 women artisans, producing for commercial partners, selling their own brand in Brazil and abroad, and carrying out fashion and design projects in the new headquarters in Rocinha.”

Toilet Malls Make Going Better

 

 

Across the global South, clever entrepreneurs are transforming services that were bare-bones, grim and out-of-date into modern facilities packed with features that help to pay for their operation. In Kenya, an entrepreneur has used this approach to transform the poor quality of public toilets.

Public sanitation is essential for good health and a high quality of life. Around the world, more than 2.6 billion people, or 41 percent of the world’s population, are without access to basic sanitation. As a result, most have to make do and defecate or urinate wherever they can. In crowded urban areas, the result is an unpleasant source of disease and filth that fouls living spaces and sickens or kills many people.

Nairobi’s slums are notorious for so-called ‘flying toilets’ or ‘scud missiles’: plastic bags filled with excrement that act as the only toilet available for many. Half the population also has no access to clean water. It has been estimated these appalling conditions contribute to up to 50 percent of health problems for slum dwellers.

The Iko Toilet started by David Kuria first came to life in Nairobi’s central business district.

“What we saw in the last 10 years, the few public toilets that existed were in very poor shape,” he told CNN. “In fact they had been taken over by the street boys, and they were a point for mugging and drug trafficking. With that background we needed some sort of social transformation. For people to gain the confidence that you could have a public toilet which is clean which is safe and you can go in and come out the same way.”

The solution was “toilet malls,” complete with a range of on-site micro businesses to make going to the public toilet attractive. Apart from music and radio to listen to, there is a shoe shining service, snack bars selling fruit and water, and even banking services. The idea is that the micro businesses pay for the upkeep and cleaning of the toilet. And their presence also keeps the toilets safe because there is always somebody around.

While the concept was pioneered in the business district, it is now moving out into Nairobi’s slums. So far, Kuria has completed 12 toilets in Nairobi and has another 18 under development. He is also rolling out the toilets to other parts of the country. He receives the plots of land from local municipalities and his company, Ecotact, builds the toilets.

It costs five Kenyan shillings (US .07 cents) to use the toilets.

Kuria had become frustrated with the city council’s inability to provide clean and safe public toilets.

“I thought for some time before coming up with the idea,” he told The Nation. “People had nowhere to go and thugs were holding them to ransom in the few facilities then run by the council.”

Kuria said people are leaving good comments about the toilets and say it makes them proud to be Kenyan.

The cost to build a toilet is Sh 2 million (US $26,000) and the toilet is managed by Kuria for five years. At the end of the contract, he will hand them over to the local council.

“We are getting support from UNDP and other partners like East African Breweries, the Global Water International and the Rotary International,” he said.

An architect by training, Kuria is hoping to employ more than 1,000 people by the end of this year. So far 120 people work for the Iko Toilets. Like so many others, he is also affected by chronic water shortages.

“We are worried because when there is scarcity of water, we are forced to buy it at an additional cost,” he said.

Private vendors currently provide the water for the toilet malls.

Iko Toilets are so successful they have made it into the ‘Hall of Fame’ at the World Toilet Organization (http://www.worldtoilet.org/). Kuria was also winner of the World Economic Forum’s Africa Entrepreneur of the Year award earlier this year.

And his ambitions extend beyond Kenya.

“We also want to go to other countries. Uganda, Rwanda and South Africa have already approached me for Iko Toilets,” he said.

A New House Kit for Slum Dwellers that is Safe and Easy to Build

 

By 2030, some 5 billion people around the world will live in cities. Next year, 2008, is predicted to be the tipping point, when urban dwellers (3.3 billion people) will outnumber rural residents for the first time. These are the conclusions of UNFPA’s State of the World Population 2007 Report. Even more strikingly, the cities of Africa and Asia are growing by a million people a week. And 72 percent of the population in sub-Saharan Africa live in slum conditions.

But as populations grow — and most will be poor, unemployed and under 25 — it becomes critical that effective solutions are found to ensure people can live with dignity and comfort. And design is being used more and more to overcome this challenge.

George Martine, author of the UNFPA report, is blunt: “We’re at a crossroads and can still make decisions which will make cities sustainable. If we don’t make the right decisions the result will be chaos,” he told the UK newspaper The Independent.

Guatemala-born architect Teddy Cruz of Estudio Teddy Cruz in San Diego, California, joins a small but growing number of socially responsible architects. He applies a concept more associated with middle class shoppers at the furniture design emporium Ikea to the world’s estimated one billion urban slum dwellers (UN-Habitat). Without legal title to the land they live on, packed tightly into densely overcrowded shantytowns, most squatters and slum dwellers live in makeshift homes made from whatever they can get their hands on. This is estimated to include half the urban population of Africa, a third of Asia and a fourth of Latin America and the Caribbean (Click here for more information).

The ad-hoc shelters and houses they build can be dangerously unstable, and vulnerable to natural disaster from flash floods to earthquakes. Cruz had noticed that while building supplies and materials were plentiful, nobody was selling safe and affordable housing frames for slum dwellers. According to the International Labor Organization, formal housing markets in developing countries rarely supply more than 20 percent of housing stock.

Cruz’s solution was to design a simple kit for building the frames for a house or a business that he now sells in Mexico. Each customer receives a manual, a snap-in water tank, and 36 frames that can be assembled in many configurations, or serve as a frame for poured concrete. These sturdy frames can also be added to with locally found materials. Cruz said he was inspired by “the resourcefulness of poverty” and by the cheap and affordable pre-fabricated homes that once were sold by catalogue by the American retailer Sears.

Cruz has been testing the structures in Tijuana, Mexico – a rapidly growing city on the border with the United States and a destination for Mexico’s poor. His work as an architect has centred on exploring how informal settlements grow faster than the cities they surround. These settlements, he says, break the rules and blur the boundaries between what is urban, suburban and rural. Cruz’s frame kits can be used to build a home, or combination of home and business, acknowledging the fact many people need to use their home as a business for a livelihood.

“These start-up communities gradually evolve,” said Cruz., ”or violently explode out of conditions of social emergency, and are defined by the negotiation of territorial boundaries, the ingenious recycling of materials, and human resourcefulness.”

The success of the e-newsletter led to the launch of the magazine Southern Innovator.
