A Solution to Stop Garbage Destroying Tourism

 

Tourism is an essential source of income for countries across the South. But many put that livelihood in jeopardy when they lose control of garbage collection. A popular tourist spot can represent a ‘paradise’ to visitors, but when it becomes too popular and local garbage collection systems collapse under the burden, ‘paradise’ can soon turn to an environmental hell.

The small, tourist-friendly Indonesian island of Bali (http://en.wikipedia.org/wiki/Bali) – known for its idyllic pleasures of spas, surf and serenity – is being overwhelmed by garbage. A survey of tourists found two-thirds would not return to the island because of the problem.

Tourism took off on the island in the 1970s. The economic benefits are clear: the island went from being economically marginal to ranking second only to the country’s capital, Jakarta, in wealth creation. The island received more than 2.38 million tourists in 2009, up 14.5 percent compared with 2008, according to Ida Komang Wisnu, head of the provincial statistics office. But tourism produces on average five kilograms of waste a day per tourist – 10 times what the average Indonesian produces (Bali Fokus).

In the past, the traditional way of serving food in Indonesia was to wrap it in, or serve it on, a palm leaf: a biodegradable approach. But with the huge expansion in use of plastics and non-biodegradable packaging, the waste disposal problem is out of control.

In Indonesia, government garbage disposal services tend to collect between 30 and 40 percent of solid waste, most of this from high income communities. The majority poor population are left to fend for themselves when it comes to waste disposal.

A solution by Yuyun Ismawati, an environmental engineer and consultant, has since 1996 focused on helping poor communities find ways to safely dispose of waste. In 2000, she started her own NGO – Bali Fokus (http://balifokus.asia/balifokus/) – and opened a waste management facility in the Bali village of Temesi. The recycling plant employs 40 people from the village, who sort garbage into recyclables, compost and residual waste. Income from the recycled waste and compost goes to helping local farmers.

She then expanded her concept to include households around Bali and elsewhere in Indonesia. She concentrated on housewives and targeted reducing the amount of household waste going to dump sites. A core team trains housewives in daily habits that separate waste and compost organic matter like vegetable and fruit scraps. Bali Fokus claims it has been able to reduce waste created by 50 percent in 500 homes. Some of the women sell their compost in local markets; recyclables are turned into sellable items.

From 2001 to 2003, Ismawati turned this approach into a replicable template called SANIMAS. By 2008, the SANIMAS template was being used in hundreds of communities across Indonesia.

Her solution to the deluge of tourist waste can be seen in the luxury Jimbaran Bay area of Bali. Traditionally, the area’s hotels would sell their waste to pig farmers. While the pigs feasted on the fancy scraps, the rest of the waste was put in plastic bags and thrown away in mangrove forests.

“I told hotels: Your job is to sell rooms, not to sell garbage,” Ismawati recalls. “We have to protect Bali or else tourists won’t want to come here anymore.”

Ismawati cleverly turned the relationship around: rather than a pig farmer paying for scraps, she convinced one of them there was money to be made recycling and sorting garbage. For this, the hotels would pay the farmer.

A network of 25 hotels now pays to have their garbage taken away and sorted by hand: an important source of full-time jobs.

The workers sort through paper, plastics, glass, aluminium, food scraps and vegetables. Each week, 140 trucks deliver waste to the facility. Only 10 leave with waste that has to go to a dump site.

Food leftovers are bought by local pig farmers and grass clippings and other organic matter is composted (http://www.recyclenow.com/home_composting/), and eventually makes its way back to the hotels and is distributed in the flower beds.

This system has created 400 jobs where the pig farmer once only employed 10 people.

“If you want a hi-tech solution in a developing country you will wait and wait and wait until you get the money, or big donors to fund it,” Ismawati told the Telegraph newspaper. “And even then it may not work.”

A graphic example of this is a donated waste recycling machine given by the local government. It can’t be used because the electricity to power it costs too much. Human labour is a cheaper option.

Bali Fokus’ successful approach has now been replicated in six other sites on the nearby island of Java. And the government of Indonesia has promised to help create 15 more each year.

In 2009 Ismawati won the Goldman Award (http://www.goldmanprize.org/), which honors grassroots environmental heroes from the six inhabited continental regions: Africa, Asia, Europe, Islands and Island Nations, North America, and South and Central America.

She is also working on using decentralized grassroots approaches to bringing sewage disposal and clean water to communities.

Bamboo Becomes Transport Option for the South

 

 

The sturdy bamboo plant (http://en.wikipedia.org/wiki/Bamboo) is enjoying a revival around the world as a building material. A strong, fast-growing and highly renewable woody plant, it is becoming increasingly popular as people seek out less environmentally wasteful alternatives to steel and other materials.

But who would have thought bamboo taxis would turn up on the scene?

A fleet of bamboo taxis is now plying the streets in Tabontabon, a municipality in The Philippines that is home to 10,000 people, most of them rice farmers.

Bamboo can sometimes grow more than 1 metre a day. While in Asia, it has long been a traditional construction material, people are now turning to it to make transportation vehicles. In The Philippines, there are 62 species of bamboo, up to 15 of which are suitable for industrial applications.

So-called habal-habal motorcycles, the most popular form of transportation in the town, are also the source of many accidents and are uncomfortable on sunny days or when it rains. A covered taxi service is both a safer and a more comfortable alternative.

The town’s mayor, Rustico Balderian, took the initiative to build a fleet of bamboo taxis. He set four criteria the new taxis had to meet: they should be low-cost, fuel efficient, safe and environmentally friendly. The bamboo has a higher tensile strength (http://en.wikipedia.org/wiki/Tensile_strength) than steel, which also requires vast quantities of energy to produce.

The taxis are 90 percent made of bamboo and are built by unemployed youth. They are divided into Eco 1 (a model that seats 20 people and runs for eight hours on one gallon of coco-biodiesel from coconuts) (http://cocobiodiesel.blogspot.com/), and Eco 2, which seats eight people, has a stereo and sound system, and also runs for eight hours on a gallon of coco-biodiesel.

Both are made by the Tabontabon Organic Transport Industry [TOTI] (http://totieco.multiply.com/).

Making vehicles out of bamboo is a serious endeavour that also has been under development in Japan. In 2008, Kyoto University’s Venture Business Laboratory (VBL) unveiled a unique single-seat electric vehicle equipped with a body made from bamboo. The vehicle was developed under the Kyoto Electric Car Development Project, which is one of the laboratory’s major initiatives. Nicknamed Bamgoo, this eco-car’s body is made of braided rods of bamboo, one of the local specialty products of the area.

Other bamboo modes of transport in the South include bamboo bicycles in Ghana. A partnership between an American bike designer and a Ghanaian government initiative is taking advantage of this local resource to manufacture bicycles for the local market – and as a source of export income.

Not only are the Ghanaian builders harvesting bamboo to make bikes for the domestic market, they are also offering a sophisticated online shopping service for the overseas market. People from around the world can now buy Ghanaian bikes using a website (http://www.bamboosero.com). Customers can choose frame builders by their specialty – cargo bike, mountain bike or road bike – and then order it online. The completed bikes are quality checked and then distributed by Calfee Design in California, USA. This approach keeps the middlemen out of the transaction, and means more money gets back to the bike builder.

Meanwhile in Cambodia, the legendary bamboo railway is a people’s solution to the poor service offered by the established railway system. In the northwest of the country near the second city of Battambang, an entire railway system has been built using bamboo.

The bamboo trains, called ‘noris’ or ‘lorries’ by the locals, are driven by a electric generator engine. Passengers sit on a bamboo platform placed on two sets of wheels. The bamboo train reaches speeds of over 40 km/h.

“We’re very careful,” 18-year-old Sok Kimhor, a 10-year veteran of the bamboo trains, told the BBC. “We look out for children and animals running across the lines, and we have to slow down when other trains come along.”

There is just one track, so when two trains meet, one has to be taken off the track to pass.

The regular rail service runs only once a week to the capital, Phnom Penh. This makes the bamboo train the only alternative for many people to get around. While the main railway station is deserted, the bamboo service is a hive of activity.

“They’re very safe – a motorbike taxi is too fast, and if I use one of those I sometimes get dizzy and fall off,” said Sao Nao as she sat on the rails with a small group of people. “On a bamboo train I can sit down and go to sleep. You can’t do that on a motorbike.”

Design for Development (http://designfordevelopment.org/) is also turning to bamboo for a transport solution. The Canadian NGO is working in Kenya on making five emergency medical transportation devices (EMTD), or ambulances, to move local people to health clinics or hospitals. Bamboo is locally available and they hope to set up a workshop and make the ambulances using local labour.

Debt-free Homes For the Poor

 

As the population around the world’s cities grows, and slums grow larger and more prevalent, the urgent need for affordable and decent housing becomes more pressing. The world’s megacities – like Buenos Aires, Argentina, where more than 13 million live in the metropolitan region – have to find a way to provide housing that is both cheap and does the minimum possible amount of harm to the environment.

About one-third of the world’s urban dwellers live in slums, and the United Nations estimates that the number of people living in such conditions will double by 2030 as a result of rapid urbanization in developing countries. Latin America is already the most urbanized region in the developing world.

“Throughout Latin America you have economies that are growing and doing well, but the way the economies are growing is actually generating more shanty towns,” said Erik Vittrup, senior adviser on Latin America and the Caribbean for the U.N. Human Settlements Program. “It’s a growth that is just generating wealth for those who (already) have it.”

How well people dwell is integral to their mental and physical health. Most squatters and slum dwellers live in makeshift homes made from whatever they can get their hands on. These dwellings are usually unsafe and vulnerable to fire, floods, and earthquakes.

But across the South, initiatives are proving it is possible to build good quality homes for the poor while avoiding burdening them with debt. Pioneering ways are being developed for the poor to build their own high-quality houses using recycled materials and environmentally friendly products.

In Colombia , Alejandro Salazar, a chemical engineer, professor at the Universidad del Valle (http://www.univalle.edu.co/english/) and innovator running several companies pioneering new building technologies using recycled waste, is building high-quality, inexpensive houses for the poor.  By combining free building materials recovered from waste, a government grant and the voluntary labour of the homeowners, Salazar’s company is able to build homes for the poor that don’t leave them with ongoing bank debt from mortgages.

Based in Cali, Colombia (http://gosouthamerica.about.com/od/cali/p/Cali.htm), his companies Ecoingenieria (product and material research and development), Ecomat SA (production of eco-materials using industrial waste and construction rubble), Constructora Paez, (social housing construction using eco-products) and Wassh SA (environmental management and transformation of dangerous solid waste into non-dangerous materials), are focused on pioneering new technologies for housing.

“Our company uses two basic technologies,” said Salazar. “The production of eco-materials from solid waste and demolition waste, and the implementation of an agile building system, which does not require skilled labour and is hand-transportable. All the pieces are produced in a prefabrication plant that uses the eco-materials.”

Salazar has found a way to provide homes quicker than existing NGOs – Popular Housing Organizations (OPV), as they are called – established to address homelessness in Colombia. The homeless poor are caught in a Catch-22: they need to have a formal job to receive homebuilding assistance from the government, and they usually can not save up enough money for a down payment on the home.

Salazar’s solution is to take the maximum grant given by the central government, which is US $4,730, and combine it with the recycled building materials and homeowners’ own labour. He says this allows a house to be built for roughly half the price of a similarly sized one that uses conventional materials: the eco-materials house costs around US $ 6,590, compared to US $12,000 using conventional materials. Land is often either donated by the municipality or the family already owns it. And in Salazar’s experience, the whole family chips in with the building: husbands, sons, brothers, fathers, wives.

The training takes just three days on eco-materials and a day in construction techniques for house building.

“To date, we have built with this method 306 houses,” said Salazar. “For the coming year, we expect to deliver around 500 houses or more. To build a house, after acquiring the land, we need three people working eight hours a day to build it in four weeks – all under the supervision of a workforce teacher and the supervision of an engineer or architect.

“The houses are designed by architects with the participation of the community or families. They do some workshops and the design conforms to their vision and expectation. In Colombia, there is an earthquake resistance code which is binding in law and provides detailed specifications of the materials, foundations, structure and roof.”

The pre-fabricated building materials are made from recovered waste from a wide variety of sources: ceramic red brick, coarse ash and fly ash, slag from steel, copper slag, porcelain insulators used for electrical power lines, nickel slag, sludge from sugar and alcohol plants and water treatment plants.

“The raw materials we use are industrial solid waste and demolition waste. It costs the industry a lot to throw away this waste,” Salazar said.

He said the biggest obstacle to the new homes is psychological: many people initially “tend to reject at first-hand the technology.”

“When visiting the factory and then visiting the homes – or model homes – they then compare it with a traditional house, and realize that the best eco-homes when finished meet the standards of Colombian earthquake resistance and are also cheaper,” he said.

Compared to using conventional building materials, the eco-materials reduce the cost of a new home. And the company still makes a profit from it!

In Paraguay, Elsa Zaldivar is using recycled plastic, cotton netting, corn husks, and loofah sponges (http://en.wikipedia.org/wiki/Luffa) to make cheap, lightweight construction panels for housing. This has a double benefit: it makes for cheap housing and it is good for the environment.

“That’s very important in Paraguay,” said Zaldivar, “because we’ve already reduced our original forest to less than 10 percent of the national territory.”

Zaldivar got her experience working with people in the impoverished area of Caaguazú, where in the past she helped with the building of toilets and making stoves. She found that involving local people in this work made a huge difference: “They told me: ‘Now we feel like we’re people with dignity.’”

She encourages local women to grow loofah – a plant that once flourished but was being ignored. While the fruit is edible she was more interested in the crusty sponge that is left over when the plant is dried. The women started a cooperative selling loofah sponges, mats and slippers. But there was a lot of waste in the process, with a third not suitable for export. She then came up with the idea to use the loofahs for wall and roof panels for cheap housing.

Along with industrial engineer Pedro Padros, she developed a way to combine loofah with plastic waste. Padros invented a machine to melt the recycled plastic and mix the molten plastic with loofah, vegetable fibres and chopped corn husks. It has produced a building panel that is lighter and easier to move around than lumber or brick. With a grant from the Inter-American Development Bank, design improvements have been made and the cost-per-panel brought down from US $6 per square meter. It is now competitive with the cost of wood panels. The great thing about the panels is that they can be recycled again when they wear out, completing the cycle.

“To have a decent home liberates people,” said Zaldivar.

Innovative Stoves to Help the Poor

 

Half of the world’s population cook with a fuel-burning stove, and this figure rises to 80 per cent of households in rural areas in developing countries. Typical fuels burned include wood, coal, crop leftovers and animal dung. The indoor pollution from smoke and carbon monoxide is a top health hazard in the developing world, ranking just behind dirty water, poor sanitation and malnutrition. The World Health Organization (WHO) estimates that 1.6 million people die each year as a result of toxic indoor air.

A landmark five-year study comparing Guatemalans cooking on open fires, to those using improved stoves, has brought more evidence forward of the damage done by indoor air pollution: “It’s been shown that children living in houses using open fires with solid fuels will have more pneumonia than children living in houses that are using cleaner fuels,” said Dr. Kirk R. Smith, an environmental health scientist at the University of California, Berkeley.

The research, combined with studies in Asia, suggests additional health problems from indoor air pollution, including higher frequency of cataracts, partial blindness, tuberculosis, low birth weights and high blood pressure. The researchers found that cleaner stoves had larger effects than reducing salt in the diet or lowering blood pressure in women, with the results published last July in Environmental Health Perspectives.

But Southern innovators are finding practical ways to curb pollution from indoor cooking and the burning of trash in slums.

In Yunnan Province, China, entrepreneur Hao Zheng Yi’s Yunnan Zhenghong Environmental Protection Co. has been selling clean-burning stoves to rural farmers. One fifth of rural China has no electricity (UN), and 80 per cent rural dwellers burn wood or straw in ovens for heating and cooking. This creates heavy indoor air pollution, damaging health.

The so-called Efficient Gasification Burning system combines traditional fuel and natural gas: a hybrid that helps low-income households to affordably use the stove and not pollute their indoor air.

The stoves are sold for a profit in Yunnan Province, and so far 50,000 have been sold. Because the ovens are sold for a profit, Zhenghong had to consult extensively with the farmers in the design phase to make sure the ovens meet their needs.

The result has been that Zhenghong ovens run for five to eight years using the same amount of wood and hay a conventional oven burns in one year.

Another source of air pollution is burning trash in slums. The lack of formal trash removal services in slums has two bad consequences: one is the pollution and poison from rotting rubbish leaching into the soil and water table; the other is ad-hoc burning of the trash to get rid of it, which pollutes the air with a toxic, acrid stench. In Nairobi’s Kibera slum – the second biggest in Africa – over 60 per cent of the city’s residents live in the slum, and are bypassed by garage collection services. Garbage is piled up along the muddy roads and paths, or hangs in the trees.

The Kenyan NGO Umande Trust, which specialises in water and sanitation projects, has developed a home-grown method to burn trash and avoid having to turn to very expensive and complicated incinerators from Europe. The sheer quantity of trash that needs to be burned in the slum means smaller solutions will not be able to handle the problem.

Its “community cooker” re-uses garbage from the community as fuel for a boiler and oven attached to it. The heat generated by burning the rubbish provides hot water and cooking facilities – and also jobs for unemployed youths who collect the rubbish and stock the incinerator. It was developed by a Kenyan architect, and it is hoped the “community cooker” will be taken up across Africa.

The community cooker’s inventor, Kenyan architect Jim Archer, took eight years to design and build it: “My thinking was how do we get rid of the rubbish and …how can we induce people to pick it up. Then I thought, well if we can convert it to heat on which people can cook…” he told Australia’s ABC News.

Similar industrial scale trash incinerators can cost between US $50 million to US $280 million (World Bank) – “…when applying waste incineration, the economic risk of project failure is high…”. The community cooker on the other hand, will sell for US $10,000.

The idea was to create an incinerator that was simple to use and repair: something that the commercially available, computer-controlled incinerators were not able to do. As the cooker gets up to speed, it will be able to burn 60 per cent of the slum’s trash.

Local youth go house-to-house collecting trash. They get money from the slum residents for this. Rubbish is then exchanged for cooking time or hot water for washing.

“The trash has started to help us a bit after the cooker came. There are fewer diseases like diarrhea and the environment has improved. … I think burning the rubbish will bring good health to this community,” said Patricia Ndunge, as she fried onions on the cooker.

And it looks like the community cooker has a future: Kenya’s largest supermarket, Nakumatt, has pledged to pay for 20 more slum cookers.

It tracked the key trends that are now so profoundly reshaping how development is seen and done. This includes the rapid take-up of mobile phones and information technology in the global South (as profiled in the first issue of magazine Southern Innovator), the move to becoming a majority urban world, a growing global innovator culture, and the plethora of solutions being developed in the global South to tackle its problems and improve living conditions and boost human development. The success of the e-newsletter led to the launch of the magazine Southern Innovator.
