Anti-bribery Website in India Inspires Others

An Indian website tackling corruption has been so successful it has inspired a wave of followers in China.

The I Paid a Bribe website – motto: “Uncover the Market Price of Corruption” – was set up by the Janaagraha Centre for Citizenship and Democracy (http://www.janaagraha.org), a non-profit organisation based in Bangalore, India.

Janaagraha is dedicated to working with government and citizens to “improve the quality of life in Indian cities and towns,” according to its website.

Janaagraha’s initiatives strive “to make government departments transparent and accountable,” and the ipaidabribe programme (http://www.ipaidabribe.com) fits in with that goal. It seeks to harness the collective voices of the citizens to report and quantify incidents of corruption. The website will help to paint a picture of the level of corruption in cities and help the NGO in its fight to improve government oversight systems and procedures and to improve law enforcement and adherence to regulations.

The website tackles the “pernicious effect of corruption on destroying city life and disempowering citizens,” according to Raghunandan Thoniparambil, the site’s programme coordinator. “The original idea was that the website could become a simple means of tracking the market price of corruption – a kind of price prediction mechanism.”

He said the original idea was tongue in cheek and propelled by cynicism – but the site’s creators soon realized that “such an effort was indeed a very powerful one.”

The website displays reports and analytics on bribe patterns by city and by transaction amounts, frequency and averages.

The long-term goal is to reduce corruption faced by Indians when they use government services. The website asks users to log both recent and past incidences of bribery. It says: “Please tell us if you resisted a demand for a bribe, or did not have to pay a bribe, because of a new procedure or an honest official who helped you. We do not ask for your name or phone details, so feel free to report on the formats provided.”

Neither accusers nor accused are identified by name – only the incidents are logged. The website is funded by a grant of US $3 million and the NGO is planning to launch a mobile phone application as well.

The website doesn’t pursue individuals because it has found this approach is a distraction to getting systemic improvements by government.

“By not allowing names to be published, we have eliminated any incentive for any individual to make a false or malicious complaint,” said Thoniparambil. “Since nobody will gain anything by reporting a false complaint on our site because we do not act on complaints, we expect that the stories on the site are true.”

The site has been so popular it has spawned imitators in China and elsewhere. Thoniparambil said Janaagraha has been approached by civil society organisations in 13 countries about collaborating.

After a story was published in the Beijing News about I Paid a Bribe, a flurry of ‘tips’ and accusations flooded the Internet in China, and people set up similar websites to gather information on bribery and corruption in their country. One web developer called “Peater Q” set up a Chinese version of I Paid a Bribe, calling it wohuilule.com. Another two websites that popped up included “I Bribe…” (http://www.wxhwz.com) and http://www.tmzg.org. Some of the dozens of websites have been taken down, but others have received official support and encouragement.

“Peater Q” says he is a young Communist Party member and has received government permission for his site. He says the name of his site, wohuilule.com, is a Chinese translation of “I paid a bribe.”

These are still early days as these websites work out how to balance the need to ferret out corruption and bribery and the need to avoid gossip, rumour and slander. It is clear the damage done to a country when corruption and bribery get out of control is significant.

The United Nations’ Global Compact on anti-corruption calls it “one of the world’s greatest challenges.”

A report by the Carnegie Endowment for International Peace on Chinese corruption (http://carnegieendowment.org/2007/10/09/corruption-threatens-china-s-future/g4) found it threatens the country’s future by increasing socioeconomic inequality and social unrest. The report found 10 percent of government spending, contracts, and transactions goes to kickbacks and bribes, or is simply stolen. It also found the indirect costs of corruption to include efficiency losses, waste and damage to the environment, public health, education, credibility and morale.

“Corruption both undermines social stability (sparking tens of thousands of protests each year), and contributes to China’s environmental degradation, deterioration of social services, and the rising cost of health care, housing, and education,” the report said.

I Paid a Bribe is being used to build up an intelligent picture of corruption and bribery in India so that real change can be made.

“Citizens’ reports on the nature, number, pattern, types, locations and frequency of actual corrupt acts and values of bribes will add up to a valuable knowledge bank that will contribute to a reduction in bribe payments,” Thoniparambil said.

Not only does the website raise awareness about the problem and its dynamics, it maps out the path corruption takes through a public service. This, the website hopes, will enable better “more consistent standards of law enforcement and better vigilance and regulation.”

“We believe that every citizen who reports a story on our website about paying a bribe is angry enough to begin to resist it,” explains Thoniparambil.

“Except for using the data that we receive for further analysis, we will not take the complaints and stories forward. We do not intend to invoke the courts.”

But these websites need to be run with caution and care and they do have their critics.

“If you wanted to tarnish the reputation of the government or a department within it, or settle a vendetta, you could just get all of your friends to post claims against them,” Raymond Fisman, a professor at Columbia Business School who has studied corruption, told the BBC.

“There is no way of credibly aggregating the information to assess the magnitude of the problem,” he added.

Thoniparambil, however, remains positive that corruption and bribery are problems that can be tackled.

“I believe that corruption has grown this big only because as citizens, we have tolerated it,” he explains. “If we actively oppose it and there are enough of us, the government has to buckle down and tackle the problem effectively.

“Corruption may be rampant in India, but it is not endemic,” believes Thoniparambil. “Blaming it on our value systems is a poor alibi with no substance in it. I do not believe that Indians are inherently corrupt; our value systems are as good or as bad as anybody else’s. Corruption is not a social trend that arises out of an erosion of value systems; it is born out of systems failure. Corruption flourishes because we have poorly designed governance systems in the country.”

Thoniparambil sites a number of Indian successes to back up his optimism: competition in telephone service providers has reduced corruption; booking of railway tickets online has taken the power away from corrupt ticket sellers; and government departments have been forced to state how long services will take to complete.

Thoniparambil believes it is about changing the relationship between citizens and the public services they receive.

“We would like citizens to begin to realize that public services are our entitlements,” he says. “These are not favours dispensed from above. They ought not to be pessimistic about corruption. Countries have cleaned up very dramatically and the processes by which it has been done have been documented.

“Reduction of bribery in India will improve access to government services, particularly for the poor, reduce the cost of delivery of such services, speed up business and recourse to legal remedies. It will improve the quality of infrastructure and will be deeply empowering for Indian citizens.”

“It is only the collective energy of people that can turn the tables on the corrupt.”

The e-Reader Battle Reaches India

 

The rise and rise of e-books and electronic publishing has prompted the development of e-readers: handy, portable devices that try to mimic the reading experience of paper books while offering the storage and navigation capability of computers.

A good example is the very popular e-reader from Amazon, the Kindle (http://en.wikipedia.org/wiki/Amazon_Kindle). The latest version boasts the ability to store up to 3,500 books.

The utility of these e-readers for people in the global South is clear: they can enable people to bypass the lack of local library facilities to store vast, personal archives of books. This is a powerful educational tool: imagine a village doctor with easy access to thousands of medical texts and papers, or a child preparing for university exams no longer having to worry they can find study texts. It also is a cost-effective way to publish in many local languages and break the stranglehold English-language publishing has had on delivering e-books.

Over the past decade, India has developed a reputation for its fast-growing information technology industries, making software and providing IT-related services.

Now India has produced a rival to the Kindle. The Wink (https://www.thewinkstore.com/ereader/index) is designed to accommodate 15 common Indian languages. (The 2001 census in India found 29 languages with at least a million native speakers). It comes in an eye-catching design and is complemented by a sleek website stuffed with e-books ready for download. The entire package is very well-thought-out and marketed.

The Wink was developed and built by EC Media International and retails, according to its website, for Rs 8,999 (US $200). It looks similar to the Kindle, but where the Kindle is grey the Wink is white. This Indian rival has some impressive capabilities: it can not only support 15 Indian languages, it can also access an online library of more than 200,000 book titles. They range from arts and entertainment to biography, newspapers and science topics. There is also a large archive of free books for download.

But it has come in for criticism for its price, which some say is far too high for the Indian market.

The Tech 2 website also criticized the Wink for its “frustrating performance, which actually detracts from the pleasure of reading.” Overall it found the reader “a decent first attempt, but there are many issues that need to be ironed out.”

It can be a rocky road to information technology hardware innovation. And maybe this first attempt at a made-in-India e-reader still has a way to go to get it right. There have been a number of high-profile, over-hyped disappointments in the last few years. One was the pledge to make a US $35 tablet computer. The project was launched in 2010 with much fanfare, but by January 2011 the Indian government had dropped manufacturers HCL Technologies for failing to honour its 600 million rupee (US $13 million) contract.

It joins the disappointing attempt at rivalling the One Laptop Per Child (www.onelaptop.org) computer from MIT (Massachusetts Institute for Technology) with an Indian version for US $10. What was offered instead in 2009 was a device with no screen or keyboard, requiring an additional laptop and paper to access its stored files. It was also made in Taiwan, rather than India.

What these first steps show is the complexity of hardware development and how challenging it is to get the user experience right for customers while keeping the price affordable.

But from these tries comes experience, and in time better products will be developed as lessons are learned.

Indian Toilet Pioneer Champions Good Ideas

 

Access to adequate sanitation and toilet facilities is critical to making development gains. Yet this simple fact of life often gets overlooked, especially in fast-growing cities where populations are on the rise or in transit. Out of an estimated 2.6 billion people in the world without toilets, two-thirds are in southern and eastern Asia (World Toilet Organization).

It is easy to take toilet technology for granted in developed countries, but in the fast-growing urban world of the global South, increasing access will be the dividing line between a future of good human health and dignity, or misery and poor health. The biggest gains in human health always come about once people have access to clean water and sanitation. Yet this proven fact gets lost in many places for a wide variety of reasons.

One country currently failing to meet the needs of its population is India. According to the McKinsey Global Institute, by 2030, 70 percent of India’s jobs will be created in its cities, and 590 million Indians will be city-dwellers. An enormous infrastructure task lies ahead for India: a city the size of Chicago needs to be built every year. But so far this challenge is not being met, leaving the country with the largest number of urban slum dwellers anywhere in the world. Housing is just not keeping up with populations’ needs.

As K.T. Ravindran, a professor of urban development, told the New York Times: “We require radical rethinking about urban development. It is not that there are no ideas. It is that there is no implementation of those ideas.”

It is this ability to act that makes the Sulabh International Social Service Organization stand out. The Indian non-governmental organization (NGO) sees itself as a movement and is a passionate advocate for toilets and toilet innovation for the poor and underserved.

Sulabh was founded in 1970 by Dr. Bindeshwar Pathak, who saw the vast task ahead. “I thought the challenges to provide toilet facilities have been overcome in rich countries; it has still to be met in developing countries like India,” he said.

So far, Sulabh has brought together 50,000 volunteers across the country to build toilets and sanitation facilities.

The organization’s success flows from understanding that it needs to do more than supply the ‘hardware’ of the toilets; it also needs to address the ‘software’: ideas and innovation and concepts.

The organization has directly built 1.2 million household toilets – but the government of India has built a further 54 million toilets based on the designs made by Sulabh. It’s an example of a good idea multiplying its impact when picked up by others.

While 10 million Indians use a Sulabh-built sanitation facility each day, according to the group’s website, an estimated 300 million are using a toilet based on Sulabh’s designs.

Most influential is Sulabh’s two-pit, pour-flush toilet (www.sulabhenvis.nic.in/Sulabhtechnology.htm). It consists of a toilet pan with a steep slope using gravity to flush the pan. Water is poured in to the pan to flush the toilet and the waste goes into either one of two pits. As one pit fills up with waste, waste is diverted to the second pit. After around 18 months, the first, filled pit’s waste becomes a safe, organic fertiliser suitable for agriculture and the fertiliser’s value covers the cost of emptying the pit. The successful design has been evaluated and approved by UNDP and the World Bank.

Sulabh has also been designing ways to get power and energy from toilets, building 200 biogas plants that turn the gas generated from the human excrement deposited in the toilets into a source of energy. Biogas (http://en.wikipedia.org/wiki/Biogas) is a clean-burning gas that can be made from animal, plant and human waste with the right technology and is a green solution to the need for gas to cook and run electricity generators.

Pride of place for the NGO is its vast toilet and bath complex at the holy shrine of Shri Sai Baba in Shirdi, Maharashtra (http://en.wikipedia.org/wiki/Maharashtra). Millions flock to the shrine every year, but it lacked proper sanitation facilities. To solve this problem Sulabh’s local branch has built a vast complex occupying two acres. The brightly coloured and palace-like facility has 120 toilets, 108 bathing cubicles, six dressing rooms, and urinals and can serve 30,000 people a day. There are telephones and 5,000 lockers for tourists to keep possessions safe.

There are also three biogas plants connected to the facility, generating electricity and hot water for bathing used by the toilet and bath complex. This solves the puzzle of how to fund the utilities. Water discharged from the facility is used to irrigate the surrounding green spaces.

Sulabh has also built a museum dedicated to toilets and toilet technology (http://www.sulabhtoiletmuseum.org). The museum places the toilet as a critical part of human civilisation and shows how it fits in with the cultural context of India. Toilets and toilet designs from around the world and throughout history are gathered together and make a fascinating journey through this essential human need.

Indian ID Project is Foundation for Future Economic Progress

 

India is in the midst of the biggest national identification project in the country’s history. The aim is for every Indian to receive a voluntary electronic identification card containing his or her details and a unique number. Called an Aadhaar, it is a 12-digit unique number registered with the Unique Identification Authority of India (http://uidai.gov.in) (UIDAI). The project joins a growing trend across the global South to map populations in order to better achieve development goals.

About one-third of the world’s urban dwellers live in slums, and the United Nations estimates that number will double by 2030 as a result of rapid urbanization in developing countries. How to improve slum-dwellers’ living conditions and raise their standard of living is the big challenge of the 21st century.

With just four years to go until the 2015 deadline to meet the Millennium Development Goals (http://www.undp.org/mdg), and the current economic downturn reversing some gains, any tool that can make development decisions more precise has to be a benefit.

Innovators are turning to the opportunities afforded by digital technologies to reach slums and poor areas. The approaches vary, from India’s national identification system to new ways of using mobile phones and Internet mapping technologies. With mobile phones now available across much of the global South, and plans underway to expand access to broadband internet even in poorly served Africa, it is becoming possible to develop a digital picture of a slum and poor areas and map population needs.

Put to the right use, this powerful development tool can fast-track the delivery of aid and better connect people to markets and government services. In a country of severe regional disparities and caste (http://en.wikipedia.org/wiki/Caste) divisions, the national identification number has the advantage of not documenting people in a way that would bring prejudice.

India’s Aadhaar is intended to serve a number of goals, from increasing national security to managing citizen identities, facilitating e-governance initiatives and tackling illegal immigration. While critics of ID schemes complain about the civil liberties implications of national identity card projects (www.bigbrotherwatch.org.uk), it is a fact that countries that want to increase the social benefits available to their citizens need to understand who those citizens are, where they live and what their social needs are. India’s problem to date has been a lack of knowledge of its citizens: many millions exist in a limbo world of not being known to local authorities.

The unique number is stored in a database and contains details on the person’s demographics (name, age, etc.) and biometrics (http://en.wikipedia.org/wiki/Biometrics) – a photograph, 10 fingerprints and an iris scan. Residents in an area find out about the Aadhaar through various sources, from local media to local government agencies. An ‘Enrolment Camp’ is established in the area where people go to register, bringing anything they have that can prove their identity. The biometric scanning takes place here. ID cards are issued between 20 and 30 days later.

On January 13, 2011 the project declared it had registered its millionth person, a 15-year-old named Sukrity from North Tripura. The goal is to register 600 million people in the next four years.

One of the immediate advantages to many poor people is gaining access to banking services for the first time, because an Aadhaar number is accepted as sufficient ID to open a bank account. The identification authority says the scheme will be “pivotal in bringing financial services to the millions of unbanked people in the country, who have been excluded so far because of their lack of identification.”

The Times of India reported in 2010 that Khaiver Hussain, a homeless man in an addiction treatment programme, was able to get a bank account after receiving the identification number. He was able to open an account with the Corporation Bank along with 27 other homeless people. Having a bank account has removed the fear he had of being robbed of his meagre savings while he slept.

Another homeless day labourer, Tufail Ahmed from Uttar Pradesh, said “This passbook and the UID card have given people like me a new identity. It has empowered us.” He has been able to use the saved money to rent a room with four other day labourers.

In countries where no national ID card schemes exist, people are turning to other methods to register and map populations in order to improve their living conditions.

In Kenya and Brazil, digital mapping projects are underway using mobile phones to paint a picture of the population living in slum areas and shanty towns. An NGO called Map Kibera (www.mapkibera.org) began work on an ambitious project to digitally map Africa’s largest slum, Kibera in Nairobi, Kenya. The Map Kibera project uses an open-source software programme, OpenStreetMap (www.openstreetmap.org), to allow users to edit and add information as it is gathered.

An NGO called Rede Jovem (www.redejovem.org.br) is deploying youths armed with GPS (global positioning system)-equipped (http://en.wikipedia.org/wiki/Global_Positioning_System) mobile phones to map the favelas of Rio de Janerio.

Powerful tools now exist to aid digital mapping. Google Maps (www.maps.google.com) is one example.

While the project is impressively ambitious – and it remains to be seen if it is completed as planned – the economic and development implications of this vast data collection and national identification are enormous. It will enable very accurate identification of markets and needs and also of development challenges and needs. This should lead to many business innovations in the country in coming years and also draw in more business from outside the country.

Disaster Recovery, Ten Years After: The Gujarat, India Experience

 

In the past decade, there have been many devastating natural disasters, from Iran’s 2003 Bam earthquake and the Asian tsunami of 2004 to Hurricane Katrina in the United States in 2005 and the earthquakes in Chile and Haiti in 2010. All of these events received extensive media attention and drew a large aid response. Those who track natural disasters have noticed a serious increase in frequency over the past decade (http://www.marketoracle.co.uk/Article26290.html).

But rapid aid and media attention do not necessarily lead to long-term recovery. More than a year after the earthquake in Haiti, pace of recovery remains slow. Numerous media stories highlighted the lack of progress.

For the people caught up in these tragedies, quickly returning to a normal life is paramount for psychological and physical health. But this is often the hardest part. Some countries do this well and others do not.

On January 26, 2001, an earthquake laid waste to a large region of the Indian state of Gujarat (http://en.wikipedia.org/wiki/2001_Gujarat_earthquake). Ten years later there is a remarkable recovery that has taken place. So how did they do it?

The 7.9-magnitude quake killed an estimated 20,000 people, injured 150,000, made a million homeless, and destroyed around 8,000 villages. It devastated the Kutch district capital, Bhuj, and other major towns.

In the decade since the earthquake, the state has averaged double-digit growth. Despite having only five percent of the country’s population, Gujarat racks up impressive economic achievements: it has a fifth of India’s exports and a sixth of its industrial production. It has a long-standing entrepreneurial culture based on trade. It can draw on a well-connected global diaspora that ensures a steady inflow of new thinking and investment. Members of this diaspora also contributed to the US $130 million in aid that poured into the region after the quake.

One of the factors contributing to the successful recovery is effective government action.

The disaster has been turned into an opportunity to jolt the region out of the “Middle Ages and into the modern world,” NGO worker Navin Prasad told the BBC.

All the media attention, support and cash at the time forced the Indian government to pay attention to a region it had ignored in the past.

The army came in to help with the emergency and the Indian government allocated US $2 billion to the reconstruction that followed.

Aid was used well and in the first two years many of the damaged villages were rebuilt. And not just rebuilt to what they were, but completely modernized. New houses were constructed to high standards, with more rooms and lots of light. They also came with running water and a toilet. New facilities like medical centres and communal areas were put in place.

The district capital of Bhuj was levelled in the earthquake. But new plans for the city were drafted in the following years. Now Bhuj has two new ring roads, a new airport, parks and shops. Streets were widened and new water and sewage works installed.

But along with the new infrastructure and plenty of cash, came something more important for the region’s long-term recovery: economic growth. The Indian government created tax-free zones drawing in private investment. An astonishing US $10 billion in private investment has come in with US $7 billion more to come, according to the BBC.

One miraculous turnaround is in the former tiny fishing port of Mundra. Prior to the earthquake, it sat in the middle of a salt marsh. It is now India’s largest private port and rivals Mumbai with its Mundra Port and Special Economic Zone (http://www.portofmundra.com/), incorporated in 2003. The Adani Group, a very large Indian private company with global interests (http://www.adanigroup.com/index.html), owns the port now worth US $7 billion, hiring many people once dependent on aid agencies for income.

The head of the Adani Foundation the charitable wing of the Adani Group, Sushma Oza, told the BBC how the company is spending its profits on further developing the area: “Our own budget for social development in this region is $6m a year, so you can imagine how we are trying to change the lives of people to live in a better way,” she said.

In the western portion of the state, in the administrative district of Kutch which is home to Bhuj, around 300 businesses have been established, including the Welspun towel factory (http://www.welspun.com/content.asp?Link=Y&SubmenuID=24). The biggest towel factory in the world, it was built in just nine months and makes 250,000 towels a day. An ambitious firm, it bought the British company Christy (http://www.christy-towels.com/), maker of the official Wimbledon Lawn Tennis Championship towels.

So why towels in Kutch? Welspun chairman Balkrishan Goenka laid down the incentives to the BBC: “There were no local taxes for the first five years and no excise duties. Nor were there indirect taxes to government – they were exempted for five years.”

“Those were the primary benefits,” he said. “More than that there was huge support from the local government so industry can come faster.”

Since the earthquake, 110,000 jobs have been created in Kutch alone. More importantly for the area’s future, it is has gone from neglected backwater to a significant pillar of the Indian economy.

Another driver of recovery was the growth of the dairy industry. The Bhuj dairy plant collapsed in the earthquake and was then rebuilt by the National Dairy Development Board (http://www.nddb.org/). The plant can now process 50,000 litres of milk a day and is run by the Gujarat Cooperative Milk Marketing Federation (http://www.amul.com/organisation.html), India’s largest food products marketing organization. It has 2.9 million producer members and represents 15,322 village societies.

Not everyone has turned their lives around, however. Aid workers estimate thousands are still living in temporary shelters. They defecate in the open and few have clean water. Just getting two meals a day is a problem.

There are complaints about the landless and tenants not receiving the same help.

“Many are tribal, others are low-caste communities, some are Muslims – but they all have one thing in common: poverty,” Bharat Parmer, program coordinator for ActionAid International in Kutch, told Alertnet.

“A large number of these people were tenants and did not own land and so it has been much harder for them to claim their rights as rehabilitation was very much focused on home and land owners.”

But local authorities say rehabilitation schemes have been comprehensive, covering all those who were hit by the quake.

“I don’t think that there are people who did not get what they were due – there may be a rare case here and there but we have rehabilitated all that were in need,” said Gunvant Vaghela, the second-most senior civil servant in Kutch district.
