Filipino Architect wants to Transform Slum with New Plan

A clash is occurring across the global South over the future of urban planning and the ever-growing slums of the world’s megacities. This will be a decisive clash of visions: should cities flatten slums and relocate their residents, or work with slum dwellers, acknowledge the role they play in city economies and improve their lives with better dwellings?

As the world turned into a majority urban place in the 2000s, cities grew at a phenomenal rate. The cities of Africa and Asia are growing by a million people a week, according to some estimates. Megacities and sprawling slums will be the hallmarks of this new urban world, it seems. In sub-Saharan Africa, 72 percent of the population already lives in slum conditions.

The danger of building unsafe or makeshift homes can be seen in 2010’s devastating earthquake in Haiti, where many buildings collapsed, killing thousands.

One of the Philippines’ leading architects and urban planners,
Felino A. Palafox Jr. of Palafox Associates (www.palafoxassociates.com), is passionate about re-making the slums in his country’s capital, Manila. The city is prone to devastating and sometimes deadly flooding. Palafox believes the vulnerability of slum dwellings and poor urban planning are placing lives at risk.

“We can’t wait for another tragedy,” Palafox told the Philippine Daily Inquirer in 2010. “We have seen how an unprecedented volume of rainfall like what (storm) Ondoy had brought could prove too much for Metro Manila’s river and drainage system. We have also seen what a massive earthquake could do to an unprepared city like Haiti.

“While there is nothing that we could do to control the destructive power of these natural phenomena, there are steps that we could take to limit the amount of damage.”

If the rapid growth in urban populations is to be safe and sustainable, then new dwellings will need to be built that meet high standards of durability.

The UN Challenge of Slums report from 2003 (www.unhabitat.org/pmss/listItemDetails.aspx?publicationID=1156) broke with past orthodoxy that slums must be cleared, arguing that slums should be seen as positive economic forces, incubators for budding entrepreneurs that offer a gateway to better things for new migrants.

Muhammad Khadim of UN-Habitat summed up the new thinking:

“Ten years ago, we used to dream that cities would become slum-free,” he said. But “the approach has changed. People see the positives. The approach now is not to clear them but to improve them gradually (and) regularise land tenure.”

The arguments behind embracing slums come from the economic changes across developing countries since the 1970s. Growing informal economies combined with fewer social provisions and the shift to urban from rural communities have all contributed to the explosion in slums and informal housing.

Manila is a city of stark and startling contrasts: there are glitzy shopping malls and high-rise office buildings, but also large slums and hungry people begging and selling trinkets on the city’s roads.

It’s a place where the slum clearance-vs-renovation debate is hot and current. The Philippines is currently in the midst of a campaign to clear slums in Manila and move people back to the countryside.

“Many of our people are no longer interested in agriculture, so we need to give them incentives to go back,” Cecilia Alba, head of the national Housing and Urban Development Co-ordinating Council, told the New Statesman magazine. “If we had to rehouse the slum-dwellers inside Manila in medium-rise housing, it would cost a third of the national budget.”

Palafox has a different vision – rebuilding a slum community from top to bottom.

An architect, environmental planner, urban planner and development consultant, Palafox runs one of the top architecture firms in the Philippines, employing more than 100 staff and consultants.

Usually occupied with office buildings in the go-go new business centres of the Middle East and Asia, Palafox has turned his attention to Estero de San Miguel, a Manila slum that is home to some 1,200 families, or 6,000 people.

Families are packed into tiny rooms in a labyrinthine slum complex beside a canal. The rooms are made of wood and floored with linoleum and have to be accessed through a narrow tunnel and tight connecting corridors.

Palafox’s plan is to work with the residents and rebuild it in its current location. In place of makeshift shacks will come modular homes, 10 square metres in size with space for shops and bicycle parking.

The design has the homes extend above a walkway, imitating the way the original slum structures were built.

Palafox is applying innovative thinking to the problem: taking his design direction from the dwellings slum residents build:  “The slum-dwellers,” he explained to the New Statesman, “are experts at live-work space design. They spontaneously do mixed-use! We just have to learn from them.”

Re-housing the residents on site means they can continue to play their role in the city’s economy, and do not have to make a long commute to jobs and opportunities.

Palafox also rebuts complaints about the cost of his plan, arguing the scale of corruption in the Philippines costs just as much.

“OK, the total cost of rehousing slum-dwellers in situ is 30 per cent of GDP (but) I calculate we lose about 30 per cent of the country’s wealth through corruption. If we didn’t have corruption, we wouldn’t need to tolerate slums.”

Another passionate advocate of working with slum dwellers is Father Norberto Carcellar from the Homeless People’s Federation (http://sdinet.org/countries/philippines.htm).

“We have to recognize the value of slum-dwellers to the city,” he said. “These are the ones who drive your car, clean your house and run your store. If these people were cleared from the city, the city would die. Slum-dwellers add social, political and economic value to the city.”

Even in its current form, Estero de San Miguel is a vibrant place, with an Internet café and a volunteer police force.

A BBC report found it lively and economically viable because it has educational and communication technologies that improve living conditions. The residents make their living working as cheap labour for the city.

Oliver Baldera, a carpenter, lives with his wife and four children:

“We’ve been here more than 10 years,” he told the New Statesman. “There’s no choice.

“It’s easier to get a job here and I can earn 400 pesos a day. I can send the kids to school and they eat three times a day – but it’s not enough. I need more space.”

Food Inflation: Ways to Fight It

Food inflation has taken off at the beginning of 2011. As the global economic crisis enters its next phase, both developed and developing countries are experiencing inflation. There are many factors fuelling the rise in prices – inefficient distribution and storage systems, lack of investment in agriculture, devaluing currencies, high demand, natural and man-made disasters, use of food products like corn to make biofuels – but there are also ways to counter the effects of food inflation that have been tried and tested across the South.

The United Nations Conference on Trade and Development (UNCTAD) says the least developed countries spent US $9 billion on food imports in 2002. By 2008, that amount had risen to US $23 billion. Supachai Panitchpakdi, secretary general of UNCTAD, says “the import dependence has become quite devastating.”

Worse, more people had less money to buy the food. The number of individuals living in extreme poverty “increased by 3 million per year during the boom years of 2002 and 2007,” reaching 421 million people in 2007.

For millions of people, it is a matter of life and death that food remains affordable. The poor pay the largest share of their income on food. Raise that cost, and the poor quickly have little money left for other things, like housing, transport, clothing or education.

Approached as a problem needing a solution, it is possible to deal with a bout of food inflation. Every food crisis has its origins and can be resolved. A staggering amount of food goes to waste every year, and a vast quantity can’t get from the farm to the market in time because of infrastructure problems.

An Indian refrigerator – the ChotuKool fridge (http://www.godrej.com/godrej/godrej/index.aspx?id=1) – is designed to stay cool for hours without electricity and to use half the power of conventional refrigerators. Priced at US $69, it is targeted at India’s poor – a population of over 456 million, almost half the total Indian population (World Bank).

Manufactured by Godrej and Boyce and weighing just 7.8 kilograms, it is designed around the stated needs of the poor, who wanted a fridge capable of cooling 5 to 6 bottles of water and 3 to 4 kilograms of vegetables. Portability was crucial as well, since needs to be moved when large family gatherings take place in small rooms.

As a photo shows (http://innovation.hindustantimes.com/summit-photos/godrej/chotukool-3.php), the fridge looks more like a drinks cooler than the typical large refrigerator. It works by replacing the standard compressor motor found in most fridges with a battery-powered heat exchanger.

In Ghana, a mobile phone-driven Internet marketplace is helping to improve efficiencies in farming and selling food. Esoko (esoko.com/#lang=en), tracks products including ground nuts, sesame, tomato, maize and white beans. It offers market information from Afghanistan, Benin, Burkina Faso, Cameroon, Cote d’Ivoire, Ghana, Madagascar, Mali, Mozambique, Nigeria, Sudan and Togo.

India’s e-Choupal is making food distribution more efficient in a country experiencing high inflation. E-Choupal (http://www.echoupal.com) has developed a reputation for both controlling prices and increasing incomes for poor farmers. Started in 2000 by the major Indian company ITC Limited (http://www.itcportal.com), it links farmers to the latest prices for products including soybeans, wheat, coffee and prawns.

E-Choupal works through computers set up in rural areas and has built one of the largest internet initiatives in rural India, reaching 4 million farmers in 40,000 villages.

Brazil, over the last 30 years, has transformed itself from a food importer to one of the world’s major food exporters. It made these impressive achievements with few government subsidies. The agricultural success is down to Embrapa (http://www.embrapa.br/english) – short for Empresa Brasileira de Pesquisa Agropecuária, or the Brazilian Agricultural Research Corporation. A public company set up in 1973, it has turned itself into the world’s leading tropical research institution. It breeds new seeds and cattle and has developed innovations from ultra-thin edible wrapping paper for foodstuffs that turns colour when the food goes off to a nano-tech lab creating biodegradable ultra-strong fabrics and wound dressings.

Another approach can be found with a farmer in Kenya, Zack Matere, who boosted his potato crop by turning to Facebook for help. On his farm in Seregeya, Matere used the internet to find a cure for his ailing potato crop.

He uses his mobile phone to access the internet at a costs of about US 0.66 cents a day. One example of the kind of intelligence Matere is able to glean from the internet is reports of cartels deceiving farmers by buying potatoes in over-large 130 kg bags instead of 110 kg bags. Matere takes this information, translates it into Swahili and posts it on community notice boards.

Another fast-growing solution is bringing farming to urban and semi-urban spaces, where the majority of the world’s population now lives.

Urban farmers can take advantage of their close proximity to consumers, keeping costs down and profits up. They can also solve one of agriculture’s enduring problems – where to find water for irrigation by using existing waste water. Waste water is plentiful in urban environments, where factories usually pump out waste water into streams, rivers and lakes.

In Accra, Ghana, more than 200,000 people depend on food grown with wastewater. In Pakistan, a full quarter of the grown vegetables use wastewater.

Family farms are critical to weathering economic crises and ensuring a steady and secure food supply. The International Fund for Agricultural Development (IFAD) (www.ifad.org) called in 2008 for small family farms – which sustain the livelihoods of more than 2 billion people _ to be put at the heart of the global response to high food prices and uncertain food security.

In Brazil, this call is being answered by a bold initiative to create a “social technology,” combining a house-building programme with diverse family farms.

This is where the Brazilian farmer’s cooperative Cooperhaf: Cooperativa de Habitacao dos Agricultores Familiares (http://www.cooperhaf.org.br/) steps in.

“We see the house as the core issue,” said Adriana Paola Paredes Penafiel, a projects adviser with the Cooperhaf. “The farmers can improve their productivity but the starting point is the house.

“Family farming is very important for the country – 70 percent of food for Brazilians comes from family farming,” said Penafiel. “The government wants to keep people in rural areas.”

Making farming more appealing is being shown as a great way to get ahead in modern Africa. One woman hopes more people will be attracted to farming and boost the continent’s food security and reduce costly imports.

Cynthia Mosunmola Umoru’s company, Honeysuckle PTL Ventures (http://www.tootoo.com/d-c3015227-Honeysuckles_Ptl_Ventures/), is based in Lagos, the business capital of Nigeria.

Leading by example, Umoru has set up a successful and modern agribusiness focusing on high-quality food products using modern packaging and fast delivery. She produces meat products, from seafood like shrimps and prawns to snails, beef, chicken, and birds. Her niche is to deliver the product however the customer wishes: fresh, frozen or processed.

Radical new food sources are also another option over time. The Food and Agricultural Organization (FAO) has explored insect protein as a contributor to better nutrition, the economics of collecting edible forest insects, methods of harvesting, processing and marketing edible forest insects, and ways of promoting insect eating with snacks, dishes, condiments — even recipes.

The range of insects that can be tapped for food is huge, and includes beetles, ants, bees, crickets, silk worms, moths, termites, larvae, spiders, tarantulas and scorpions. More than 1,400 insect species are eaten in 90 countries in the South. Entrepreneurs in the South are making insects both palatable and marketable – and in turn profitable. These innovations are adding another income source for farmers and the poor, and supplying another weapon to the battle for global food security.

Turning Animal Waste Into Paper

 

 

Animal waste is a messy fact of daily life in rural communities across the global South. This byproduct of life has many uses – but an ingredient for making writing paper is probably not the first that springs to mind.

But animal dung is cleverly being recycled into high-value products in Sri Lanka and Thailand. Both countries have elephants who are under threat. In Sri Lanka (http://en.wikipedia.org/wiki/Sri_Lanka) the large but endangered elephant population is considered a nuisance. They damage crops and are often killed for this reason. There are upwards of 3,000 elephants in the country – down from 14,000 in the 1800s. Nonetheless, they create vast quantities of excrement. In Sri Lanka, they face many threats: ivory poachers, being killed to protect crops and houses, starvation from drought and deforestation.

Animal waste (http://en.wikipedia.org/wiki/Feces) has many uses: it can be turned into fertilizer for crops, fuel for cooking, placed in a digester and fermented into bio-gas for heating and cooking, and if from a herbivore animal, into fibrous products like paper and cardboard. Packing boxes can also be made from the excrement.

As a vegetarian animal, elephants’ excrement and dung is made up of vegetable matter and is rich in cellulose (http://en.wikipedia.org/wiki/Cellulose). And cellulose is what makes up the majority of traditional wood-pulp paper (http://en.wikipedia.org/wiki/Pulp_%28paper%29).

Re-using the waste is also a good way to make elephants valuable to local people, rather than just being perceived as a nuisance.

Dung produces a natural, recycled paper. While harvesting trees for paper is an expensive and energy-wasting process, the elephant’s digestive tract does the hard work by breaking down the cellulose, making it ideal for the next stage in becoming a paper product.

According to the Environmental Paper Network (http://www.environmentalpaper.org/stateofthepaperindustry/confirm.htm), 50 percent of the world’s forests have been destroyed, and 80 percent of the remaining forests are in a degraded state.  By turning to alternative sources to make paper, trees are saved and vast quantities of energy reduced. Traditional paper-making also uses many chemicals in the process, something that is avoided in using animal dung. Vegetable products are used to bind the paper together and water-soluble dyes are used to colour the paper.

Dung paper has earned some high-profile fans as well. The Turner Prize-winning British/Nigerian artist Chris Ofili (http://en.wikipedia.org/wiki/Chris_Ofili), uses elephant dung paper in his works.

The Elephant Dung Paper company (www.elephantdungpaper.com) in Thailand was one of the first to pioneer the technique. This business was started by dung paper pioneer Mr. Wan Chai. He tells a story of how he became enchanted by the paper-making process when he walked past a paper factory one day. Later, when he was at the Thai Elephant Conservation Center in Lampang, northern Thailand (http://www.changthai.com), he noticed the elephant dung was rich in fibres like those used in making paper from wood pulp.

Inspired, he embarked on a process of trial and error using his wife’s food processor to turn elephant dung into a fibrous stew that is then shaped, dyed and dried to make paper (http://www.elephantdungpaper.com/process.html).

Wan Chai has gone on to be a formative influence in the founding of a sheep dung paper making operation in Britain, Creative Paper Wales.

Another dung paper business is Mr. Ellie Pooh (http://www.mrelliepooh.com/) in Sri Lanka. Established with the goal of reducing conflict between humans and elephants, it has turned to making paper products to boost local incomes and create a direct economic incentive to protect the elephants. It is setting up handmade paper workshops in rural areas and teaming them with artisans to add value to the products and make them more desirable. Design is critical to making any product – no matter how ethically produced and how green – desirable to consumers.

The dung products Mr. Ellie Pooh makes include a wide variety of coloured papers, scrapbooks, note boxes, stationery pouches, greeting cards, ‘to do’ list pads, memo books, and a children’s book.

The process of making elephant dung paper takes about 13 days – three days of sorting, boiling and disinfecting, followed by 10 days to pulp, mix, press and dry the paper. Mr. Ellie Pooh makes about 1,000 sheets a day and 30,000 a month. Each sheet makes six A4-size pieces of paper.

The company was founded by Dr. Karl Wald and Thusitha Ranasinghe, and is managed by recycled paper firm Ecomaximus (http://www.ecomaximus.com/) based in Colombo, Sri Lanka, with a workshop in Kegalle.

Ecomaximus was started in 1997 by its Managing Director, Ranasinghe, who was following a family tradition going back three generations of working in printing.

The business started recycling waste printing paper and then moved into recycling a wide variety of other cellulose waste: rice paddy straw, cinnamon and banana bark. It now employs over 35 people on two sites.

It is proof that it just takes creativity and a new perspective to turn something considered as waste into wealth: and jobs and sustainable incomes.

Brazil’s Agricultural Success Teaches South How to Grow

Inflation, environmental stresses and population and economic growth are testing the world’s food supply systems. There is a strong need to boost yields and improve the quality of food.

Between now and 2050 the world’s population will rise from 7 billion to 9 billion. Urban populations will probably double and incomes will rise. City dwellers tend to eat more meat and this will boost demand.

The UN’s Food and Agriculture Organization (FAO) reckons grain output will have to rise by around half but meat output will have to double by 2050 to meet demand.

Two pioneering approaches to growing food in Brazil offer valuable lessons to countries looking to increase their food production.

One is taking place in Bahia state in north-eastern Brazil. On Brazil’s cerrado (savannah) (http://en.wikipedia.org/wiki/Cerrado), enormous farms grow cotton, soybeans and maize. One of them, Jatoba farm, has 24,000 hectares of land: vastly larger than comparable farms in the United States.

On the Cremaq farm in the north of the country in Piaui state, a transformation has taken place. Once a failed cashew farm, it is now a highly modern operation. Owned by BrasilAgro, it is benefiting from clever agricultural innovation that gets results.

BrasilAgro’s approach is to buy derelict or neglected farms and give them a high-tech makeover. The ‘makeover’ includes radio transmitters tracking the weather, SAP software (http://en.wikipedia.org/wiki/SAP_AG), a well-organized work force under a gaucho (http://en.wikipedia.org/wiki/Gaucho), new roads criss-crossing the fields, and a transport network of trucks to quickly get the food to ports for export. Piaui is an isolated place with few services: it can take half a day to get to a health clinic. Dependence on state welfare payments for survival is the norm for many residents.

Brazil, over 30 years, transformed itself from a food importer to one of the world’s major food exporters. It is now considered alongside the ‘Big Five’ top grain exporters of America, Canada, Australia, Argentina and the European Union. Importantly, it is the first tropical nation to do this.

The value of Brazil’s crops rose from US $23 billion in 1996, to US $62 bn in 2006. It is the world’s largest exporter of poultry, sugar cane and ethanol, and there has been a tenfold increase in beef exports in a decade.

Brazil made these impressive achievements with few government subsidies. According to the Organization for Economic Co-operation and Development (OECD), state support accounted for just 5.7 percent of total farm income in Brazil from 2005-07. In the US it was 12 percent, while the OECD average is 26 percent and the level in the European Union is 29 percent.

And despite frequent alarming reports, much of the farming expansion has not happened at the expense of the Amazon forests.

The agricultural success is down to Embrapa (http://www.embrapa.br/english) – short for Empresa Brasileira de Pesquisa Agropecuária, or the Brazilian Agricultural Research Corporation. A public company set up in 1973, it has turned itself into the world’s leading tropical research institution. It breeds new seeds and cattle and has developed innovations from ultra-thin edible wrapping paper for foodstuffs that turns colour when the food goes off to a nano-tech lab creating biodegradable ultra-strong fabrics and wound dressings.

Its biggest achievement has been turning the vast expanses of the cerrado green for agriculture. Norman Borlaug, an American plant scientist often called the father of the Green Revolution, told the New York Times that “nobody thought these soils were ever going to be productive.” They seemed too acidic and too poor in nutrients.

Embrapa uses what its scientists call a “system approach”: all the interventions work together. Improving the soil and developing new tropical soybeans were both needed for farming the cerrado. The two together also made possible the changes in farm techniques which have boosted yields further.

Many believe this approach can be applied to Africa as well. There are several reasons to think it can. Brazilian land is like Africa’s: tropical and nutrient-poor. The big difference is that the cerrado gets a decent amount of rain and most of Africa’s savannah does not (the exception is the swathe of southern Africa between Angola and Mozambique).

Another approach that Brazil has been pioneering is making small, family farms sustainable and productive for the 21st century.

There has long been a tension between those who believe in very large farms, agribusiness and mono-crops (http://en.wikipedia.org/wiki/Mono-cropping), and those who believe in having a large number of smaller farms with a wide variety of crops and animals.

But small farms have endured. The livelihoods of more than 2 billion people depend on the 450 million smallholder farms across the world. With their families, they account for a third of the world’s population.

Family farms are critical to weathering economic crises and ensuring a steady and secure food supply. The International Fund for Agricultural Development (IFAD) (www.ifad.org) called in 2008 for small family farms to be put at the heart of the global response to high food prices and uncertain food security.

In Brazil, this call is being answered by a bold initiative to create what is termed a “social technology”, combining a house building programme with diverse family farms.

The Brazilian farmers’ cooperative Cooperhaf: Cooperativa de Habitacao dos Agricultores Familiares (http://www.cooperhaf.org.br) – a World Habitat Awards winner – combines housing and farm diversification to support family farmers.

“Family farming is very important for the country – 70 percent of food for Brazilians comes from family farming,” said Adriana Paola Paredes Penafiel, a projects adviser with the Cooperhaf. “The government wants to keep people in rural areas.”

“We see the house as the core issue,” she continued.  “The farmers can improve their productivity but the starting point is the house.”

Started in 2001 by a federation of farmers unions, the Cooperhaf works in 14 Brazilian states with family farmers. In Brazil farmers have a right to a house in the law and the cooperative was formed to make sure this happened.

“We promote diversification to make farmers less vulnerable: if they lose a crop in macro farming, they lose everything. We encourage diversification and self-consumption to guarantee the family has food everyday. We help to set up a garden.”

The concept is simple: a good quality home acts as an anchor to the family farm, making them more productive as farmers. The farmers receive up to 6,000 reais (US $2,290) for a house, and can choose designs from a portfolio of options from the Cooperhaf.

As in other countries, the Cooperhaf and other co-ops encourage markets and certification programmes to promote family farmed food and raise awareness. Penafiel says promoting the fact that the food is family farmed is critical: to the consumer it is healthier, fresher and contains fewer chemicals than imported produce.

“Most agri business is for export,” said Penafiel. “If we don’t have food in the country, food for poor communities would not be available. This enables farmers to be more autonomous, not having to buy fertilizers and equipment and take on too much debt. That approach is not sustainable as we saw with the so-called Green Revolution.”

West African Chocolate Success Story

 

A Ghanaian chocolate company has become a big success in the United Kingdom and shown how it is possible to develop and market a high-quality product grown in West Africa. While the chocolate bars are manufactured in the Netherlands, the cooperative that owns the company initiated the push into producing a mass-market chocolate brand – and shares in the profits.

The Divine chocolate brand is available in shops and supermarkets across Britain and is the product of the Kuapa Kokoo (http://www.kuapakokoo.com/) cocoa farmers cooperative. The Divine brand was launched in the U.K. in 1998 as the first Fairtrade (http://www.fairtrade.org.uk) chocolate bar aimed at the mass market. Previously, most Fairtrade chocolate was made for high-end customers.

Apart from the chocolate bars, the co-op also sells its cocoa butter to The Body Shop (http://www.thebodyshop.co.uk/_en/_gb/index.aspx), a chain of natural beauty retailers.

In 1997, at the co-op’s annual general meeting, members decided to create a mass-market chocolate bar of their own. Ambitiously, they did not want to just be a small, niche-market chocolate bar. They wanted to take on the big brands. They set up The Day Chocolate Company in 1998 and received support from a collection of international charities, aid agencies and businesses.

The Chocolate Company is structured to have two members of the co-op on its board of directors, with one out of four yearly board meetings held in Ghana. As shareholders, the farmers also receive a share of the profits of chocolate sales. Britain’s chocolate market is worth £4 billion a year (US $6 billion) and the country has hundreds of chocolate brands, making competition for customers fierce. The Divine range of chocolate has been designed to match U.K. market tastes.

Ghana has an excellent reputation for the quality of its cocoa beans and has been growing cocoa since it was first brought to the country from Equatorial Guinea in 1878 by Tetteh Quarshie (http://www.ghanaweb.com/GhanaHomePage/people/pop-up.php?ID=128).

Kuapa Kokoo’s success story has its origins in responding to the structural adjustment programmes (http://en.wikipedia.org/wiki/Structural_adjustment) which started liberalizing Ghana’s cocoa market in 1993.

The lock the government had on selling cocoa to the Cocoa Marketing Company had been lifted. Now the opportunity was there for others to sell to the Marketing Company and some farmers decided to form a cooperative, Kuapa Kokoo – “the best of the best”. They wanted to get a better price for the cocoa and to improve working conditions and lives of the pickers.

The cooperative does all the processing of the cocoa and delivers it to market. One of the great advantages for the farmers is the honest weighing of the beans – something previous buying agents would cheat doing. By creating a more efficient and fair process, greater savings are made on the price paid for the beans and this is passed on to the co-op’s members.

The farmers are also trained to do tasks like weighing and bagging the cocoa, removing the need for outside help. Every year the farmers receive cash bonuses based on the co-op’s profits and any efficiencies made.

With this success, Kuapa Kokoo grew and now has more than 40,000 members spread over 1,300 villages.

The co-op offers various services to the farmers including a credit union to help with finances. There are also 33 Research and Development Officers employed by the co-op to oversee training and election.

The number of women farmers has grown over the years, from 13 percent to 30 percent.

Extra income-generating skills are encouraged for the women farmers as well. One project is to make soap from the potash produced from burnt cocoa husks. Women have also been given machines to crack palm kernels for cooking oil.

Comfort Kumeah, a 62-year-old co-op farmer, lives in the village of Mim in the Ashanti region. A former teacher for 39 years, she inherited 20 acres of land from her husband’s family.

“Each farmer has a passbook to record weight and payment. In the whole of Ghana, only Kuapa Kokoo … is certified Fairtrade,” she told the Sunday Times.

“I was voted chair of the farmers’ trust and national secretary for the union; once a year I attend a conference to vote on how the Fairtrade premium is spent. Last year we bought a palm-nut crusher and we sell the red oil on the market.”

“Before, I was always cheated. Purchasing clerks would come and weigh the beans and you never knew if their scales were correct, as no one checked them. Some embezzled the money instead of paying it to the farmers.”

“Owning this company has given cocoa farmers a voice for the first time.”

Kuapa Kokoo sells around 1,000 tonnes of cocoa every year to the European Fairtrade market (http://www.etfam.com/index2.php). This has many advantages for sellers if they meet certain conditions. These conditions include health and safety requirements and democratic decision making. If they are met, the producers receive a guaranteed price for their goods and long-term trading contracts. This means a stable price despite market fluctuations. With a stable price, it is easier to plan and save money.

Ghanaian cocoa has a good international reputation and trades at a higher price because of this. Cocoa once made up 66 percent of Ghana’s foreign exchange, but is now down to 35-40 percent as the economy has diversified into areas like information technology.

Cocoa is usually grown on small family farms in Ghana. Farmers also grow crops like plantain to provide food for the family. Around 1.6 million people are involved in growing cocoa and its business in Ghana. Cocoa trees grow to 15 metres in height and take three to four years to start producing a crop. An entire year’s worth of a tree’s crop can make three large chocolate bars.

A tree can produce two crops a year. Each cocoa pod produces around 40 seeds.

“A cocoa farmer’s life is hard,” admits Comfort. “In the lean season, we have no income. Also, cocoa is controlled by climate. Drought followed by too much rain causes fungus and rot, and then every farmer is poor.”

“I have saved money for my children’s education but my own needs are few: clothes, soap and toothpaste. Generally, you know, women are strong. Last year more women than men were voted onto the Kuapa Kokoo national executive and now hold some of the most senior positions.”
