Caribbean Island St. Kitts Goes Green for Tourism

Going green may sound like the right thing to do but it can also be associated with being a costly burden and boring. But, as one island nation is proving, being green is a great selling point for attracting tourists and investors – especially in a world where many places are grappling with pollution and resource depletion.

St. Kitts, an island located between the Caribbean Sea and the Atlantic Ocean, is part of the Federation of Saint Kitts and Nevis and has a population of around 35,000 (stkittstourism.kn).

The country shut down its main source of income, the sugar industry, in 2005. Facing dropping profits, it decided the industry was not worth supporting anymore.

But what would be the replacement source of income and employment? St. Kitts has turned to tourism for the answer. While many other Caribbean islands have long drawn on tourism – along with banking and finance, in some cases – in order to diversify economies away from dependence on agriculture, St. Kitts had not developed this sector. As a latecomer, St. Kitts needed to think about how it could do things differently and stand out from the crowd.

St. Kitts decided to become a regional champion for green tourism and green energy, and to lure tourists to the island by championing its green credentials.

The launch in 2013 of a Euro 1.8 million (US $2.48 million) one-megawatt solar energy farm nearby the Robert L. Bradshaw International Airport (http://www.stkittstourism.kn/explore-st-kitts-getting-here-airport.php) – enough to power a few hundred houses – showed St. Kitts was getting serious about going green (http://www.cuopm.com/?m=201302&paged=13).

Joining the new solar farm, an all-green resort is hoping to further boost St. Kitts’ green credentials. The ambitious Kittitian Hill (kittitianhill.com) resort stretches across 162 hectares and includes four hotels, an organic farm and multiple restaurants. In the pipeline is a plan to open film production and editing facilities to lure movie-makers looking for a green film-making studio.

Kittitian Hill is the brainchild of property developer Val Kempadoo (http://www.linkedin.com/pub/valmiki-kempadoo/8/53a/339), who is trying to set a precedent for sustainable resorts in the Caribbean. It is being developed with a mix of foreign experts and local contractors.

The resort boasts organic food fresh from tropical farms and an on-site tropical forest, described as an “edible landscape” offering a bounty of fresh fruit and vegetables. Around the resort, “Pick Me” signs encourage visitors to pick ripe fruit and sit down and make a meal of it.

The grounds include rare and heirloom fruit trees, and the resort hopes to create a reserve to protect endangered species. To spread the green message, the plants and seeds are shared locally with farmers and others. It is part of a strategy to encourage farmers to produce organic food, avoiding pesticides and chemicals, and to farm animals ethically.

The resort’s green ethos even extends to its 18-hole golf course. Golf courses are notorious water-wasters, but this one has a smart water management system, using organic crops and fruit trees to help keep the soil moist, interweaving a farm throughout the golf course. Caddies will guide golfers to the ripest fruits while they putt their way around the course.

“My vision is to bring together community and culture, along with mindful conservation of natural resources,” said Kempadoo. “This means we can offer our guests an unforgettable experience, while bringing lasting, life-changing benefits to the local people and economy.”

As an added sweetener to get investment coming in, St. Kitts and Nevis offers citizenship to investors in the country. In return, investors can travel visa-free to 120 countries – something that has appealed to investors from around the global South.

“It is important for St. Kitts to be selective and careful about development and focus on high-end rather than high-volume tourism,” Kempadoo told Monocle magazine. “The best asset of this island is its natural beauty, and we want to preserve it.”

Cuban Entrepreneurs Embracing Changes to Economy

The Caribbean island of Cuba has gone its own way economically and socially since its revolution in 1959. The country has seen significant gains in its human development in the decades since, and can boast impressive education levels and good public health care.

Cuba enjoys a good ranking on the Human Development Index (HDI) – 59 out of 187 countries – and it has been rising since 1980. For Latin America and the Caribbean, Cuba is above the regional average (http://hdrstats.undp.org/en/countries/profiles/CUB.html).

But the country has also had a turbulent economy with periods of severe economic contraction. This has increased poverty levels and hunger, in particular during the Special Period beginning in 1990 (http://www.historyofcuba.com/history/havana/lperez2.htm) when the significant subsidies enjoyed by the country from the Soviet Union were pulled and the country saw a steep drop in its ability to import fuel and other goods. Cuba is still trying to repair the economic damage.

In the book Cuba: Between Reform and Revolution, Louis A. Perez, Jr. explains: “The old socialist bloc Council of Mutual Economic Assistance (CMEA) had accounted for almost 85 percent of Cuban trade, transactions conducted almost entirely in nonconvertible currency. Commercial relations with the former Soviet Union declined by more than 90 percent, from $8.7 billion in 1989 to $4.5 billion in 1991 and $750 million in 1993. Trade with eastern European countries ended almost completely.

“Soviet oil imports decreased by almost 90 percent, from 13 million tons in 1989 to 1.8 million tons in 1992. Shipments of capital grade consumer goods, grains, and foodstuff declined and imports of raw materials and spare parts essential for Cuban industry ceased altogether.”

Conducting private business in Cuba was discouraged after the revolution as the state became the dominant arbiter of all economic transactions. Since the fall of the Soviet Union, Cuba has experimented at various times with moving to a mixed economy, only to pull back and return to the old ways. But now things are changing significantly after economic reforms that have accelerated since Cuban President Raul Castro took over from his brother Fidel in 2008.The reforms began in 2008 with the liberalizing of access to mobile phones, and accelerated between 2010 and 2013, when the number of people working in small businesses tripled.

Cuentapropistas – the Cuban term for entrepreneurs, named after “cuenta propria,” the ability to do business for oneself – have flocked to be officially registered as small businesses, with the number shooting up from 143,000 in 2010, to 429,000 by June 2013 (Report on Business).

Gustavo Kouri told the Report on Business magazine, “Although I enjoyed the work I was doing before – at an information centre in specialized health sciences – it wasn’t possible to earn enough to support my family.

“And then the state opened more opportunities to develop private businesses, for cuenta propia.”

He now owns the Rio Mar restaurant (https://www.facebook.com/restauranteriomar).

Artists and athletes have also been attracted to the opportunities that have opened up.

One is former volleyball Olympic gold medalist Mireya Luis (http://en.wikipedia.org/wiki/Mireya_Luis), who now owns Las Tres Medallas (http://www.alamesacuba.com/en/la-habana/restaurant/las-tres-medallas/), a pizza-and-pasta restaurant.

For Luis, becoming an entrepreneur means the chance to “realize a dream.”

“Being able to open a place – a restaurant, a bar, a cafeteria, whatever – is a good opportunity for self-development, for people to demonstrate a capacity for business, and for them to grow personally,” she said. “It’s something incredible.”

Gilberto Valladares owns a hair salon in Old Havana, Arte Corte Studio, and has been able to employ others.

“Initially, it was a dream of dignifying and recovering a certain degree of respect for the trade of hairdresser and barber,” he told the Report on Business. “As my business grew, so did the dream.” He now employs a half dozen people from the neighborhood.

Cuba is attempting to reform and modernize its economy while holding on to the things people hold dear and see as the good achievements of the revolution: free healthcare, education and other public services.

Gregory Biniowsky is a Canadian-trained lawyer and political scientist who has spent more than 15 years living and working in Cuba and works for Havanada Consulting, a firm that focuses on sustainable development projects and social enterprise initiatives. “The irony is those that will save the Revolution are the emerging small- and medium-sized private businesses,” he said. “And those that could destroy it are those elements in the bureaucracy that resist those changes.”

The entrepreneurial spirt gripping the island is infectious. At one time, much of the only reading material available in bookshops were works with a communist or socialist theme.
But Cubans now have an alternative: an English-language bookshop called Cuba Libro (https://www.facebook.com/cubalibroHAV). It is filing an urgent gap in the marketplace for English-language books and foreign works in general.

Set up by an American writer and journalist Conner Gorry (connergorry.com), who has been living in Havana, Cuba since 2002, the bookshop has become a hub for free thinking and new ideas.

“I know how hard it is to get English-language sources here,” she told The Associated Press. “So I started cooking this idea.”

Libro is the Spanish word for book and the play on words is meant to evoke a Cuba Libre, a rum-and-cola drink named for the country’s liberation from colonial Spain. The store bills itself as a “cafe, bookstore, oasis,” and  its logo features a woman reclining with a cup of coffee and a good book for reading.

The idea came about when a friend of Gorry could not find a place to unload 35 books she had. In time, Gorry amassed a collection of 300 English-language books, and this embryonic library became the book shop. The store also carries magazines, including U.S. titles The New Yorker and Rolling Stone.

So far, the store faces little competition. Government book shops feature the occasional Cuban novel translated into English or the English-language versions of state-run newspapers such as Granma (http://www.granma.cu/ingles/).

Cubans are enjoying the slow thaw and what it could bring. “It is increasing in Cuba, the possibility to have different alternatives,” said Carlos Menendez, a 77-year-old retired economist Menendez.

Cuba Libro has two licenses to operate – one for selling food and one for selling used books – and is run as a type of cooperative, a group-owned private enterprise with five Cubans.

Doing business in Cuba is not without challenges. The bookshop needs to steer a steady path and avoid selling anything that would be considered “counterrevolutionary.” Gorry also needs to avoid problems with the U.S. government, which bans Americans from any financial transactions with the Cuban government.

“I’ve had to tread extremely carefully, everything above-board and legal, because I’m an American, I’m a North American, I am beholden to U.S. laws,” she said. “And so I’m not in agreement with those laws, but I abide by them.”

The bookshop has the benefit of a well-educated pool of potential customers; the annual Havana book festival is a popular draw in the country (http://feriadellibro.cubaliteraria.cu/).
There is a strong thirst for self-improvement in Cuba, and to gain knowledge is to get a better paying job. To widen access to the shop, there will be a lending library for those who can’t afford to buy the books on offer, and there will also be English classes.

And how will the bookshop get restocked in a country that still exercises a lot of control over information?

“Getting donations is going to be another interesting piece of it, because importing books here is very difficult,” Gorry said.

Haiti Earthquake Prompts Tech Aid

The devastating earthquake that hit the Caribbean nation of Haiti on January 12 was a huge tragedy for the country’s people and for the large international aid community, including the United Nations. But the disaster has seen the use of new information technologies – often assembled by volunteers – to bridge the gaps in critical information and bring a semblance of order to the chaos of a large disaster. And many of the technologies being used in Haiti now arose from past disasters and crises in the South.

Remarkable stories from the disaster include a woman who used her mobile phone to text message Canadian officials she was trapped and needed rescue, to a filmmaker who used an application on his iPhone (http://www.apple.com/iphone/) to treat his wounds: “I was able to look up treatment of excessive bleeding and compound fracture, so I used my shirt to tie my leg and a sock on the back of my head and later used it for other things like to diagnose shock,” claimed Dan Woolley to NBC Miami.

Measuring 7.0 in magnitude (http://en.wikipedia.org/wiki/2010_Haiti_earthquake), the quake killed over 212,000 people, injured 300,000 and affected more than 3 million out of Haiti’s population of 9 million. Hundreds of thousands have lost their homes and are now dependent on food aid to survive. Haiti is the poorest country in the western hemisphere, and is ranked 149th of 182 countries on the Human Development Index.

In the aftermath of the earthquake, communications were knocked out and it was difficult to grasp the scale of the disaster. Major infrastructure was either severely damaged or completely destroyed.

The public telephone system went down, and the two largest cell phone providers, Digicel and Comcel Haiti, were both disrupted. Most radio stations went off the air in the immediate aftermath and a week later, just 20 of the 50 stations in Port-au-Prince were back on air.

This represented the worst of all scenarios for disaster response: not only was the scale of the tragedy enormous, but existing government structures and the large international aid mission were equally badly hit. First responders and the government’s infrastructure were paralyzed in the hours after the disaster and it took some time for the aid response to build to significant levels.

But while communications were down in the country, outside it was a different story: people around the world were using the internet and mobile phones to begin piecing together the e-response to the earthquake.

After the disaster, technology-savvy volunteers around the world kicked into action to find ways to help. They have built software to aid in tracking people, using technology to map the disaster area and ways to use mobile phone text messages to find the missing.

Kenya’s Ushahidi (www.ushahidi.com) is a free software mashup (http://en.wikipedia.org/wiki/Mashup_%28web_application_hybrid%29) born after the post-election violence in Kenya in 2007 and 2008. It gathers citizen-generated crisis information – SMS (text messages), email or web resources – and then places the information on a map or timeline. It is put together by volunteers from Kenya, Ghana, South Africa, Malawi, the Netherlands and the United States.

Ushahidi’s founder is Kenyan Ory Okolloh, and the first version of the software for download is called “Mogadishu,” after the capital of Somalia.

It was put to use in Haiti (http://haiti.ushahidi.com/reports/submit) as users populated its online maps and timelines with information on the location of people in need of food and water, those trapped in rubble or those in need of medical attention. It is a real-time reporting system for people in a disaster, offering a way for people in need to broadcast to the outside world.

Sample reports on the timeline look like this (http://haiti.ushahidi.com/reports): ” SOS food, water and care needed in the Bertin Zone of Carrefour S.O.S. for the people of Carefour in the Bertin area, Titus Road, Froide River, these people haven’t recieved anything yet like water, food, care.”

“Alive under the Rubble of Bar Lakay Restaurant, Ave. Christophe 6633. Carole Joseph is alive under the rubble of the Bar Lakay restaurant on Avenue Christophe.”

The UN estimates there are more than 900 non-governmental organizations operating in Haiti. One of the best ways to try and coordinate this large aid response is through innovative information technology.

The Ushahidi software has spawned many creative variations to track a wide range of problems. In the Philippines, TXTpower (http://www.cp-union.com/ushahidi/) is put together by the Computer Professionals’ Union to keep an eye on mobile phone companies and their business practices. In Mexico, a mashup (http://www.cuidemoselvoto.org/) was put together for the 2009 federal elections. Stop Stockouts (http://stopstockouts.org/) keeps track of near real-time pharmacy and medical supplies in health facilities and pharmacies in Kenya, Uganda, Malawi and Zambia.

In San Diego, California, computer programmer Tim Schwartz quickly contacted his network of fellow programmers to address the problem of information being spread too widely across many web sources. In a few hours they put together http://www.haitianquake.com, a way for people to post and locate missing relatives.

It was online in less than 24 hours. It was followed by many other similar services and they were merged into a service eventually put together by Google called PersonFinder two days later. Google’s PersonFinder grew to have more than 32,000 missing people listed.

Another response has been Crisis Camps (http://crisiscampmiami.org/) in London England and cities across the United States. Technology workers got together to brainstorm relevant solutions to help the aid effort, and developed tools including Tweak the Tweet, Port Au Prince Basemap (up-to-date data on what his happening on the ground), The Haiti Timeline (developing a real-time history of events as they unfold), Family Reunification Systems, crisis wikis (http://crisiscommons.org/wiki/index.php?title=Crisis_Wiki), Mobile Applications 4 Crisis Response, translation (Creole to English for example), Mapping NGOs in Action (in the chaos of a crisis, this seeks to track what NGOs are working where), We Need, We Have Exchange (a way to post requests for resources or help).

“It really is amazing the change in the way crisis response can be done now,” Noel Dickover, a Washington, DC-based organiser of the Crisis Camp tech volunteer movement, told The Independent newspaper.

“Developers, crisis mappers and even internet-savvy folks can actually make a difference.”

Josh Nesbit is a co-creator of a text message service for mobile phones that is being used by international organizations like the United Nations and the Red Cross. Haitians are able to send free text messages from mobile phones on the country’s Digicel service. The messages include requests for water and food. The messages are organized and tagged with key words by volunteers in the Haitian community in New York City, and Haitian radio stations promote the service. It was developed based on similar systems already running in hospitals in Malawi.

In Haiti, mobile phone networks were back up and running within a few days – many within 24 hours. Haiti is poor, but it nonetheless has impressive mobile phone ownership rates: one-in-three people has one.

OpenStreetMap (http://www.openstreetmap.org/) is another excellent resource in a disaster and represents a significant step forward in helping people to respond. Real time data is uploaded to satellite photographs of the disaster area and people then can add updates on the location of working hospitals or where infrastructure has been damaged. The information comes in by many forms, from the micro-blogging service Twitter (www.twitter.com) to eyewitness reports.

Reports from Haiti have talked of rescue teams uploading the maps to their GPS (global positioning system) devices for easy access, or printing then in A4 form to carry around.

The utility of this service has been confirmed by many working on helping Haiti. “We have already been using their data in our initial post-disaster needs assessment,” Stuart Gill of the World Bank told The Independent.

Dutch mobile phone maker Intivation (http://www.intivation.nl/) is distributing for free solar-powered mobile phones in Haiti to help with aid efforts and is launching the phones for sale around the world as well.

Ending Gang Violence While Cleaning the Streets in Haiti

 

 

The Caribbean nation of Haiti is the poorest country in the western hemisphere, with 80 percent of the population living below the poverty line (CIA World Factbook). The country had been enjoying some positive economic growth since 2005 after decades of economic and political turmoil.

The country’s political vacuum and economic problems gave rise to violent gang rule on its streets and a collapse in public services, in particular garbage collection. The piles of waste became a source of disease and squalor as well as providing barricades for gangs to wage their street battles.

Haiti was also hit by four devastating hurricanes in 2008, with heavy damage to the country’s agricultural sector and transport infrastructure.

But a project by UNDP’s Special Unit for South-South Cooperation (http://ssc.undp.org/Home.118.0.html) has turned around a Haitian neighbourhood by simultaneously cleaning up the garbage, creating employment and income and reducing gang violence and despair. The United Nations has been working in Haiti to restore the economy and bring peace and good government to the country since the 1990s. Its most recent mission, MINUSTAH (http://minustah.org/), has been running since 2004.

Called ‘Love n’ Haiti’ and located in the Carrefour-Feuilles district (http://www.maplandia.com/haiti/ouest/carrefour-feuilles/) of the capital Port-au-Prince, the project used a ground-up strategy to tackle the problem of waste removal.

“I know we have a bad image. But the violence is going down in my neighbourhood,” said Gislène La Salle, a widow and a mother of six from Carrefour-Feuilles, to the Indo-Asian News Service (IANS).

“But when the security situation deteriorated sharply, I could not work in the streets. Luckily, six months ago, I found work in this project. Now, life is more stable. I have a regular income,” she said.

“The money I earn allows me to feed my family better and send three of my six children to school.”

The neighbourhood has a population of 150,000. Nine community leaders were identified and a management committee set up called the Committee d’Action Sanitaire de Carrefour Feuilles (CASCAF). The management committee then undertook difficult negotiations with local street vendors to establish garbage collection points. A waste collection plan was drawn up, and around 400 workers were hired to clean the streets and canals and collect the waste.

The workers were divided up into nine street cleaning teams and three waste collection teams, comprising people who were members of rival groups.

The project started in 2006 from a very basic point: generating awareness in the population about the dangers of waste and the need for it to be disposed of. The breakdown in public services from decades of political turmoil and poverty had meant a culture of waste disposal no longer existed. The project drew on similar experiences in Brazil and used Brazilian expertise.

A triage (http://en.wikipedia.org/wiki/Business_Triage) centre was set up to sort the waste into paper, plastic, metal, glass and organic matter for recycling. Two products are made from the waste to earn income: cooking briquettes and fertilizer.

The cooking briquettes may also help stem Haiti’s horrific deforestation. The country shares its island with the Dominican Republic in the Caribbean, and anyone flying over the island can see a sharp dividing line between the green and lush forests of the Dominican Republic and the almost-barren and dusty Haitian hills.

By turning the trash into cooking briquettes, people are being offered an alternative to chopping down the forests and burning trees to make charcoal fuel for cooking.

Income for the waste collectors has increased to US $3 a day and the project has removed 70 percent of the neighbourhood’s waste, making it easier to get around and get things done (another boost to incomes).

Georginette is also a widow. Like Gislène, this mother of seven is thrilled to find a regular job. “Earlier, only three of my seven children went to school. Many children from the neighbourhood roamed the streets. But since November 2007 when I began working here, I can afford to send five,” she said.

Prior to the project, the neighbourhood was one of the most dangerous in Port-au-Prince. The project unexpectedly found the history of violence and conflict were quickly overcome when the project began to make quick progress.

Collecting the waste now earns an income for 380 families. And by gravitating community leadership to nonviolent leaders, relationships between people and groups improved.

The 50 waste collection points and public garbage bins now contribute to a reduction in common diseases that are rife in other parts of Haiti: leptospirosis, worms, canicola fever, tetanus, yellow fever, typhoid, dengue, and malaria.

Originally, the government of Haiti appealed to the India, Brazil and South Africa Facility for Poverty and Hunger Alleviation (IBSA Trust Fund) (http://www.indianembassy.org/newsite/press_release/2007/Sept/17.asp) to get to grips with the woeful garbage collection in the capital, while tackling the violence in the slums and lack of economic opportunity.

The project is also a partnership between Port-au-Prince’s city hall, the Ministry of Public Works and other government ministries, Quisqueya University, UNDP Haiti, IBSA, and the Special Unit for South-South Cooperation. The project is run on the ground by UNDP Haiti.

Where once the trash made flooding worse by blocking canals, having it removed has prevented the stew of waste that was produced when floods occurred.

“Impressed by the positive results so far, the Haitian government would like to replicate this model in other regions of the country,” said Eliana Nicolini, the UNDP project coordinator.

It is hoped the project can be scaled up to reach across Haiti and even be replicated in other countries. The UN Special Envoy for Haiti, former US President Bill Clinton, has been drafted in to help with raising funds for expanding the project.

The Love n’ Haiti project has been selected by the BBC’s World Challenge contest, which invites the general public to vote for which project they think is the best. Voting takes place on their website:http://www.theworldchallenge.co.uk. The project is number eight in the list on the website.

“It is not easy to choose who to hire in a place where so many are desperately in need of work. Many people beg us for work but we don’t have vacancies at the moment. If we can hire even 100 more persons, it would solve a lot of problems,” said Patrick Massenat, a local youth heading a committee created to implement activities contributing to waste management and to ensure effective involvement of governmental institutions.

“Most people in this area never knew real work. Now, they have experienced it. They also have families. The area is cleaner; the women who lost their husbands in gang wars and police firing are happier. It’s a beginning.”

Milk Co-operatives Help Hungry Haiti

 

The global food crisis has hit the impoverished Caribbean country of Haiti especially hard. Already suffering from decades of food crises brought on by the collapse of domestic farming, the country has become notorious for its people being reduced to eating cakes made of mud to stave off hunger pains. It is the poorest country of Latin America and the Caribbean and one of the poorest in the world.

Haiti imports some 52 percent of its food, including over 80 percent of its rice. Local food production only covers 43 percent of the country’s demand and food aid supplies only 5 percent of its needs. Of the estimated 9.8 million Haitians, 5.1 million live on less than US $1 a day and 7.6 million on less than US $2 a day. At current prices, one dollar buys only half a meal per day (Source: United Nations Country Team in Haiti).

Haiti’s problems are made worse by a global food crisis. So-called agflation (agricultural inflation) has seen spiralling food prices around the world, which in turn are causing food shortages, hunger and malnutrition. On international commodity markets, food prices have gone up 54 percent over the last year, with cereal prices soaring 92 percent (FAO – World Food Situation). U.N. Secretary General Ban Ki-moon has called for food production to increase 50 percent by 2030 just to meet rising demand – and right now there are 862 million people worldwide who are undernourished (FAO).

In Haiti, most agriculture is done on a small scale by about 700,000 family farmers. Few belong to any production association or mechanism to market and distribute their products, and local produce has been pushed out of the market by imports.

Subsidized U.S. rice began flooding in 30 years ago, becoming so cheap that Haitians began eating it instead of the corn, sweet potatoes, cassava and domestic rice they grew. The U.S. imports drove rice farmers out of business and incited a rural exodus that swelled the slums of the capital, Port-au-Prince. That dependence on imports has caused dangerous food insecurity. Today, the U.S. rice that is the staple of many Haitians’ diet has doubled in price in little more than a year.

“The problem is that Haiti doesn’t have the land to give every peasant family enough to allow them to make a living,” said Bernard Etheart, head of the National Institute for Agrarian Reform. Etheart estimates that if all arable land was planted, each farmer would have no more than half a hectare, or 1.25 acres.

A cooperative of dairy farmers is doing its bit to revive domestic production of milk products and reduce the crippling costs of importing milk for Haiti. Importing 85,000 tonnes of milk from Europe and the United States costs Haiti US $40 million a year. A walk through the capital, Port-au-Prince, will reveal how much milk is imported in one form or another: tiny cans of evaporated milk are sold in the street markets, while the wealthy can buy powdered and long-life milk in the air conditioned supermarkets of the upscale neighbourhood of Petionville.

Dairy production in Haiti was in decline for 20 years until, in 2002, the country ceased to produce any milk at all. The urgent need for milk in Haiti is shown in the average consumption: per child, only 110 ml is consumed per day. In Uruguay, for example, it is 520 ml a day (190 litres per head of population per year).

Lèt Agogo (Creole for Unlimited Milk) is a cooperative using small-scale farmers to bring milk to the hungry. Founded by the NGO Veterimed six years ago, it now has a network of 13 dairies across the island.

Lèt Agogo is hoping to get Haiti’s milk production up to 145,000 tons a year from the current 45,000 tons. So far, the product’s single biggest client is the Haitian government. It buys bottles of sterilized milk below cost and distributes them to 130,000 school children in 44 government-funded schools. Dr. Michel Chancy told the Miami Herald that the government would like to expand the distribution to 800 schools.

“Haiti is a country where we consume a lot of milk,” said Chancy, a veterinarian and one of the visionaries behind Lèt Agogo. “After rice, milk is the second-largest import.”

At present, Haiti has 500,000 dairy cows out of more than a million head of cattle. The problem came down to marketing and distributing the dairy products. With no structure in place, few farmers bothered milking their animals. But by the end of 2007, 600 farmers had joined the network and 400 producers in dairy product making and grass pasture management. In 2007, they turned 540,000 litres into yoghurt and sterilised milk that can stay on the shelf for six to nine months without refrigeration. Made from sterilized milk, the yogurt comes in 280 ml bottles and sells in stores throughout the country and has a shelf life of nine months.

The farmers have seen their income almost double, from 4 (US 10 cents) to 8 (US 20 cents) gourdes per litre, from 10 (US 25 cents) to 12 (US 30 cents) gourdes per litre.

Farmers walk to processing centres with their litres of milk and receive US $2.20 for each US gallon (4.55 litres).

“The milk is here,” Chancy said, but the lack of roads and electricity in the country pose huge challenges. “The problem is transporting it.”

Haiti’s president, Rene Preval, has cited Lèt Agogo as an excellent example of how Haiti can recover its domestic food production capability. The scheme won a US $10,000 first prize in the W.K. Kellogg Foundation and Economic Commission for Latin America and the Caribbean Experiences in Social Innovation Award.

Lèt Agogo believes it will take 100 dairies throughout Haiti’s rugged terrain to truly take over the import market, and would cost US $10 million to set up. ”Normally in five to ten years, a dairy would pay for itself. But you need the investments,” Chancy said.

“It’s not the production of milk that is important here… It’s accomplishing it together,” said Philippe Mathieu, from Oxfam International in Quebec, Canada, who is working on helping the brand produce cheese, noting that Haiti is at a difficult crossroads with today’s global price hikes. “The goal is to show Haitians there is a way to do things — a way to construct something collectively.

“Haitian peasants have always taken care of their cattle; tying them, feeding them and giving them water to drink,” Mathieu said. ”The cow has always been their bank book, something they could sell for money during hard times. Now it has become a revenue source for them.”
