From Warriors to Tour Guides

 

In the wake of conflict, demobilizing combatants is as critical as ending the fighting if there is hope for the peace to last. When conflict ends, former fighters usually find themselves unemployed. But tourism is proving a viable way to deal with the social and political dangers of neglecting former fighters post-conflict.

Global tourism accounts for more than 10 per cent of global GDP and eight per cent of total employment worldwide. It grew by six per cent in 2007, according to the UN World Tourism Organisation. The Asia-Pacific region grew by 10 per cent, and Africa by eight per cent.

Ironically, much conflict has taken place in areas of natural beauty that offer a strong pull to tourists. While perception judging from the media is that conflict is getting worse, in fact trends show the opposite: according to Global Conflict Trends, “The levels of both interstate and societal warfare declined dramatically through the 1990s and this trend continues in the early 2000s, falling over 60% from their peak levels.”

A lot is at stake and it proves it is worthwhile to make peace pay – and that it is possible.

Battle-hardened rebels like 28-year-old Marjuni Ibrahim lived in the jungle and fought as guerrillas in Aceh, Indonesia. On the northwestern tip of Indonesia, Aceh was devastated by both a 30-year war that killed 15,000 people and the 2004 tsunami. Marjuni lost his sister and parents in the tsunami, in which more than 170,000 died or are missing.

Much of the coastline was destroyed, but the shock of the catastrophe pushed both sides into peace talks. The separatist Free Aceh Movement (GAM) battled the Indonesian army (TNI) up to 2005, when they signed a peace agreement.

Marjuni is now cashing in on a guerilla’s best survival technique: being tough. He now takes adventure and extreme-hiking enthusiasts deep into the jungle, where they once fought and lived. It is a habitat of steep, rocky trails, enormous teak trees – all with the reward of pristine waterfalls and refreshing rock pools for the hardy travelers.

The tours target mainly the community of aid workers in the area helping to re-build Aceh, but the hope is to expand: “I want to make the Acehnese aware of the potential for community-based tourism, and put Aceh on the map as a friendly tourism destination”, said Mendal Pols, a Dutch tour operator and founder of Aceh Explorer on the island, to Reuters.

The jungle is home to endangered Sumatran tigers, deer and hornbills.

“The area is very beautiful. I like trekking and I was interested to see what life was like during the conflict,” said Hugo Lamer, a Dutch trekker. “It’s difficult to imagine but three or more years ago they were running around here with guns and fighting the TNI. When I went, they took us to a place where they had lost some of their friends. And then you realize that we are there for fun, but for them this was really serious.”

In Vietnam, the famous Cu Chi Tunnels, formerly used by the Vietcong during the Vietnam War, have become major tourist attractions. The vast network of underground tunnels in Ho Chi Minh City link up with a tunnel network stretching across the country, and were used as hiding spots and as supply routes, hospitals, food and weapon dumps and living quarters.

In Rwanda, the government turned to tourism to help heal the wounds of the massacre that led to the deaths of almost 1 million people in 1994. It markets its population of mountain gorillas, diverse landscape with volcanic ranges, hills, lakes and savannah. But it is also not covering up the past: genocide sites are also on the tourist itinerary. And it is meant to shock: in the town of Murambi, classrooms still contain the bodies of the people who were killed there, covered in lime to preserve them. In Kigali, a museum documents the genocide. Survivors lead the tours to help them heal from the horror.

The goal is to restore the country’s tourism industry and generate US $100 million a year by 2010. It is currently bringing in US $45 million. The approach is to target the ethical end of the tourism market. The idea is to use tourism as a means to avert the tensions that helped to cause the genocide in the first place: poverty, illiteracy and government hording all the wealth. The idea is to employ as many people as possible and spread the wealth as wide as possible.

Decent and Affordable Housing for the Poor

 

Urban populations across the South are growing fast: by 2030, some 5 billion people around the world will live in cities. This year will be the first year in which urban dwellers (3.3 billion people) will outnumber rural residents for the first time (UNFPA).

Africa now has a larger urban population than North America and 25 of the world’s fastest growing big cities. Asia and Africa’s cities are growing by an incredible 1 million people a week, with 72 per cent of the population in sub-Saharan Africa living in slum conditions.

How well people dwell is integral to their mental and physical health. Most squatters and slum dwellers – a category that includes half the urban population of Africa, a third in Asia and a fourth in Latin America and the Caribbean – live in makeshift homes made from whatever they can get their hands on. These dwellings are usually unsafe and vulnerable to fire, floods, and earthquakes. On top of this, these sprawling slums can be depressingly grim to look at for those living there.

In Brazil’s Sao Paulo neighbourhood of Heliopolis – the largest of the city’s 400 favelas, or shantytowns – the majority of its dwellings are made from cement and brick. It is stigmatised as the ugliest part of the city, yet a unique initiative has transformed perceptions of the area – and brought pride to its residents. The project offers a model for slum areas looking to make the next leap up the ladder of development. Heliopolis first sprang up in the 1970s, wedged between highways and roads. Plagued by crime, there is a wide spread in incomes and urbanisation among the 120,000 residents packed into the one-and-a-half square mile. Older parts have many services, while newer areas lack basics like plumbing and electricity.

Well-known Sao Paulo-based Brazilian architect Ruy Ohtake (http://www.geocities.com/capitolhill/3836/saopaulo.html) mobilised the 6,000 residents to use a fixed palette of six colours – from bright yellow to deep purples – to create a look described as akin to an Italian hill town.

“Ohtake told a newspaper that Heliopolis was the ugliest part of the city, so we went to him and asked him to figure out how to make it beautiful,” Geronino Barbosa, director of the Heliopolis community group UNAS, told the design magazine Dwell.

Ohtake, famous for his hotel designs and renovating former colonial areas, rose to the challenge: “I believe in beauty as a social function, so what better way to exercise that belief,” he said. To avoid the initiative feeling like something being imposed from on high, the plan did not go ahead until the residents were happy. And to make sure they felt they owned the results, they did all the painting themselves. The result is a river of colour running through a landscape of dreary, unfinished brick homes jammed between streets and factories. The Italian hill town-effect leaves pedestrians experiencing a surprise as they turn through the streets, happening upon hidden plazas and little bars.

“Our dream is to expand this project to the entire favela,” said Barbosa. “People love their painted houses. One of our participants told me that her house has been transformed into a sort of Carnival parade.”

“Who doesn’t want to live in a beautiful house?” said UNAS’ head, Joao Miranda, to Dwell. “We want the same things as everyone else.”

Another architect has tackled the problem of how to create inexpensive but durable and beautiful homes for the poor. Iranian-born architect Nader Khalili (http://www.calearth.org/) has created what he calls ‘super adobe’ dwellings inspired by traditional Iranian rural homes. The cone-shaped homes are made from sandbags piled one on top of the other in a circular pattern. A basic home is three rooms of 400 square feet, and can be built by five people (with only one needing skills), within weeks. Being sandbags, the homes can easily be dismantled and moved or adapted to meet new space needs.

Khalili first fell in love with the sand adobe homes of Iran in the 1970s. He had been on a journey to find a home design that was both environmentally harmonious and could be built anywhere in the world quickly and cheaply. But while the original Iranian sand adobe is easily destroyed by earthquakes and bad weather, the ‘super adobes’ are earthquake, hurricane and flood resistant. They are now being built across the Americas , Asia and Africa.

“You can never build one of these that doesn’t look beautiful,” he said. “Just as you have never seen an ugly tree or an ugly flower.”

Entrepreneurs Use Mobiles and IT to Tackle Indian Traffic Gridlock

 

Around the world, traffic congestion is often accepted as the price paid for rapid development and economic dynamism. But as anyone who lives in a large city knows, a tipping point is soon reached where the congestion begins to harm economic activity by wasting people’s time in lengthy and aggravating commuting, and leaving them frazzled and burned out by the whole experience. According to the World Business Council for Sustainable Development, 95 percent of congestion growth in the coming years will come from developing countries. Even in developed countries like the United States, in 2000, the average driver experienced 27 hours of delays (up seven hours from 1980) (MIT Press). This balloons to 136 hours in Los Angeles.

Developing countries are growing their vehicle numbers by between 10 and 30 percent per year (World Bank). In economic hotspots, growth is even faster. In India, the cities of Delhi, Mumbai, Kolkata and Bangalore account for five percent of the nation’s population but have 14 percent of the total registered vehicles. In the Islamic Republic of Iran, Kenya, Mexico and Chile, 50 percent of cars are in the capital cities (www.peopleandplanet.net).

India’s Koolpool is stepping in with a 21st century upgrade to the old concept of carpooling. India’s first carpooling service (in which drivers share rides to reduce congestion and save money) uses the power of the country’s mobile phone network to link up people by SMS (short message service) text. Already launched in Mumbai, it is being rolled out in other cities as well.

Koolpool surveyed Indian drivers and found that the average car only had two passengers. Koolpool is an idea from the Mumbai Environmental Social Network (MESN), a registered charity with the mandate to come up with innovative solutions to environmental and infrastructure problems. Its goal is to prove “low-cost and high efficiency IT-based solutions are the way of the future. With no gestation period and minimal investment, they are profitable and more importantly for us, people friendly.” Koolpool claims that an increase from 1.7 passengers per vehicle to 2.04 will decrease travel time and pollution levels by 25 percent. It also claims to be the first carpooling service to combine SMS text messaging and IT.

Ride-givers send a text message to Koolpool just before going down a major road. Koolpool then sends a list of ride seekers on the route, their membership identifications, the designated stopping point for pick-up, number of riders and login time. If there are no ride givers on that route, then ride seekers are pooled together to get a taxi and share the costs. Members of Koolpool pay an annual membership fee and exchange credits by mobile phone between ride seekers and ride givers, which are then redeemed at gas stations for petrol.

And Koopool comes at just the right time: congestion in India will probably only get worse in the near term, as the government pledges to build even more roads and make the country’s cities “the flyover capital of Asia”.

In Kolkata, says Sudarsanam Padam, former director of the Central Institute of Road Transport in the city of Pune, the average speed during peak hours in the central business district (CBD) area is as low as seven km/hr. Bangalore currently has average speeds of about 13-15 km/hr in its CBD, but this is expected to go down to three to eight km/hr in the next 15 years, according to the city’s police traffic commissioner, M N Reddi.

Kiva: New Gateway of Loans for the Poor

 

The rise of social networking websites has created new opportunities for the poor to gain access to much needed credit. Kiva.org is pioneering a new way for entrepreneurs in the South to obtain for their businesses unsecured, no-interest financing from lenders worldwide. By just a click of the mouse a person anywhere in the world can lend as little as US $25 or more to aspiring entrepreneurs in developing countries.

Kiva, which means “agreement” or “unity” in Swahili, was founded by Matthew and Jessica Flannery after time spent in East Africa. They built upon the idea of Nobel Peace Prize Winner, Mohammud Yunus’ Grameen Bank but took it a step further by tapping into the resources of the web. It works by allowing potential lenders to search for an entrepreneur via the website. Each entrepreneur’s business idea is explained, a photo of the entrepreneur is posted and the amount of the loan they require and how much they have raised so far are clearly displayed. It is then a simple matter of the lenders using their credit cards to make a loan online. Kiva then transfers all the funds to their local partners (microfinance institutions) which, in turn, disburse the loans to each business. All entrepreneurs are screened for their trustworthiness and the viability of their business. Loans are usually between 6 to 12 months and lenders receive regular email journal updates from the business they sponsor. Gradually, the loan is paid back and the lender is returned the full value of the loan.

The process is so simple that one may ask, “Does this really work?” Take the story of Nicholas Kristof, columnist for the New York Times who recently accounted his experience with Kiva.org in his New York Times Op-Ed piece, “You, Too, Can Be a Banker to the Poor”. Through Kiva.org he chose two entrepreneurs, a baker and an owner of a TV repair shop in Afghanistan and lent them US $25 each instantly making himself a business partner with total strangers. He recently visited Afghanistan to see their progress and found two thriving businesses. Mr. Abdul Satar, the baker, borrowed a total of US $425 from a variety of lenders, Nicholas being one of them, and was able to open a second bakery with four employees. Mr. Abdul Saboor who runs a small TV repair shop now has a second shop with two new employees.

By harnessing a user friendly website to make instant cash loans, Kiva has come up with one of the simplest and most direct ways to help poor entrepreneurs who need start up capital. It was first tried out in Uganda about a year ago where partnerships were forged with local microfinance institutions that examined and evaluated each business before they were posted on the website. It has now attracted close to 18,000 lenders contributing an average of US $82.

“I believe the real solutions to poverty alleviation hinge on bringing capitalism and business to areas where there wasn’t business or where it wasn’t efficient,” co-founder Matthew Flannery told the New York Times. “This doesn’t have to be charity. You can partner with someone who’s halfway around the world.”

Innovation from the Global South

 

 

A major study has documented a rising tide of scientific innovation coming from Asia’s fast-developing countries, especially India and China. Conducted over 18 months by UK-based think tank Demos, it challenges the conventional wisdom that scientific ideas come from the top universities and research laboratories of large companies based in Europe or the US. It found ideas emerging in unexpected places, flowing around the world conveyed by a mobile diaspora of knowledge workers from the South.

China has seen its spending on research and development jump by 20 percent each year since 1999. India is now producing 260,000 engineers a year and its number of engineering colleges is due to double to 1,000 by 2010. Research and development in India has grown by threefold over the past decade. There is now a global flow of research and development money to the new knowledge centres of Shanghai, Beijing, Hyderabad and Bangalore.

The study found the greater political and economic emphasis being placed on science and technology was paying dividends. These emerging science powers are now investing heavily in research to become world leaders in information technology, biotechnology and nanotechnology within the next ten to fifteen years. This is also producing a flood of scientific papers from China and India to the world’s prestigious scientific journals.

For India, its knowledge-based industries by the end of this year will be a US $57 billion export industry, accounting for 4 million jobs and 7 percent of Indian GDP. Interestingly, the study also found a new wave of change is underway. Where once it was mostly low-wage manufacturing and call centre jobs that were going to China and India, a new wave of research and development jobs is now moving there. Drawn in by technology clusters in Shanghai and Bangalore, “Microsoft began to realize we can’t find all the talented people in the US. Nowhere in this universe has a higher concentration of IQ power (than India),” said Harry Shun, head of Microsoft’s research in Asia.
