Envisioning Better Slums

 


 

More than 900 million people – almost a sixth of the world’s population – now live in urban slums (UN). Improving conditions for these people is a critical Millennium Development Goal target. And the scale of the problem is vast: this year half the world’s population will live in cities, and already in developing countries 43 per cent of urban dwellers live in slums. In the least-developed countries the figure is 78 per cent.

The UN has estimated it will take US$18 billion a year to improve living conditions for these people – and most of it will have to come from the residents themselves.

An essential route to improving the situation is to give people living in slums the dignity and respect they deserve as human beings. Initiatives across the South seek to do this and turn the situation on its head: seeing slum dwellers as a valuable asset, not an urban blight.

The concept of ‘slum networking’ has been developed by Indian engineer Himanshu Parikh of Ahmedabad , a winner of the Aga Khan award for architecture. He starts from the point of believing there is no need for slum conditions to exist in India, but that slums do not need to be moved, just upgraded; and that good change can happen quickly. He also sees the residents’ involvement and financial contribution as critical to the sustainability of any improvements. His approach has already helped one million people overall, including 8,703 families (43,515 people) in Ahmedabad in 41 slum communities.

Slum networking does not depend on aid funds but is a self-reliant approach, in which residents make a partnership with private suppliers to get access to the most important services first: clean water and hygiene and sanitation.

Parikh’s approach involves providing channels for sewage, water supply and roadways in existing slum areas by exploiting the natural topography and pattern of development to provide the new infrastructure.

Parikh makes a detailed survey plan of the existing houses and divides them into groups based on the quality of construction. If they are of reasonable quality, they are left in place. Where possible, slum dwellers are allowed to buy the land they are squatting on. By buying the land, the owner now has a direct stake in its development.

“Working inside out, i.e. starting with quality infrastructure in the poor areas and working outwards to produce larger networks for the city or village, not only integrates the two levels, but actually produces far cheaper infrastructure at both levels,” Parikh told Architecture Week magazine.

In the Indian city of Indore, 181 slums were networked, giving the city 360 kilometres of new roads, 300 kilometres of new sewer lines, 240 kilometres of new water lines, 120 community halls and 120,000 trees. This transformed the two local rivers from open sewers back to water. According to the World Bank, the incidence of fatal water diseases fell by 90 per cent.

“No project for their rehabilitation could be successful until they were involved as the capital partners,” Parikh told India’s The Tribune. Upgrading “the civic amenities, including sewerage, roads and water supply, was the need of the hour for better living conditions of the slum dwellers.”

Another initiative in Bangladesh is bringing first-rate healthcare to the country’s water-logged slum dwellers. They live in areas called ‘chars’ — effectively stranded islands surrounded by rivers, plagued by frequent flooding and physically cut-off from the country’s transport and infrastructure networks. Located in northern Bangladesh’s Jamuna river regions of Gaibandha, Kurigram and Jamalpu, these areas are very poor and overlooked by most government and foreign aid programmes. The fact the islands shift around has made it difficult for much help to reach the people.

Bangladesh also has a severe shortage of doctors: there are 12,500 people per doctor, compared to 2,000 in Pakistan.

But a hospital ship run by the Friendship NGO (funded by private companies and NGOs) now brings healthcare to 4 million people, treating everything from cataracts to skin infections. It sees between 200 to 250 patients a day aboard a converted former river barge. Called the Lifebuoy Friendship Hospital because of its sponsorship by Lever Brothers Bangladesh Ltd. — makers of Lifebuoy soap — it cruises the river Brammaptura, helping 172,000 people since it set sail six years ago.

“People of the area look forward eagerly to our arrival,” said Dr Feroza Khatun, a doctor on the hospital ship. Other doctors and surgeons are provided by NGOs from Sweden, the Netherlands and France.

The ship carries a team of two doctors and four nurses, who live on board. It provides a range of services, from basic healthcare and immunisations to minor surgery. The ship is fully equipped with modern facilities, including clinics, a pharmacy, a treatment room and an operating theatre. There is also a four-bed ward for short-term care, a pathology lab and store, x-ray unit and dark room and an electrocardiogram (ECG).

Stays in the individual ‘chars’ are usually from three weeks to two months. When it leaves, a satellite clinic continues to provide care until the next visit. “In our satellite programmes, we bring in professionals for health and rural social education, provide paramedical care, give special treatment for mother and child health, family planning and pregnancy hazards, child nutrition and identify the needs for secondary care interventions,” said executive director Runa Khan to Bangladesh’s Star Weekend Magazine

Started as a trial in 2001, the ship began full operations in 2002. It has been so successful, it is currently expanding by building new ships paid for by the Emirates Airline Foundation.

Old Adage Gets New Life

 

Education is recognized as critical for development and improving people’s lives. Universal primary education is a Millennium Development Goal and countries are now allocating more funds for primary education across the global South. However, the options available to youth after primary education are often very limited.

The World Bank estimates that only nine percent of youth in the developing world will be able to go to a university or benefit from higher education scholarships. For the vast majority of youth, getting a job is often the only viable option to securing a livelihood; but in most developing countries the number of formal sector jobs is low and the only option is self-employment. Acquiring relevant training and practical skills can be crucial to becoming successfully self-employed. But where will the training and skills come from and who will provide it and pay for it?

This dilemma is being addressed by the “self-sufficient schools” concept. The model combines entrepreneurship and vocational education through school-based businesses that blend training and revenue-generation. The principle is simple: entrepreneurship and entrepreneurial skills are taught by successful entrepreneurs.

The model is being pioneered in several countries and has been successfully applied by UK-based charity TeachAManToFish in Ghana and Paraguay, targeting rural youth from farming families through a network of 250 vocational experts and institutions in 45 countries. The approach promotes a model for making education both more relevant and financially sustainable in rural communities.

Self-sufficient schools share several characteristics: they produce and sell goods and services; they focus on developing an entrepreneurial culture; they make a direct connection between theory, practical work and financial reward; they encourage learning by doing; they strive to keep improving in order to remain economically competitive; students are encouraged to work cooperatively; and students receive support after graduating, often in the form of microfinance for their new businesses.

In the South American nation of Paraguay, the Fundacion Paraguaya – San Francisco Agricultural High School – run by an NGO committed to poverty reduction through supporting entrepreneurship – found that small-scale farmers not only knew how to produce food, they also knew how to make a prosperous living out of it when given the right tools. Taking over a school previously run by a religious order, the NGO had the opportunity to put the concept to the test.

The organization’s head, Martin Burt states, ”It is not a matter of knowing how to grow the crop, or raise the animal; it is a matter of how to make money and then how to be financially successful doing farming in poor countries.”

The Paraguayan school is half way through its five-year plan, and already is covering two thirds of its recurring costs from the production and sale of goods and services, including specialist cheeses.

African Tourism Leads the World and Brings New Opportunities

Tourism around the world is growing rapidly again after the setbacks caused by the September 11, 2001 terrorist attacks. Tourism is also finally acknowledging Africa – home to 888 million people (2005, UN) – and where 46 percent of sub-Saharan Africa’s people live on less than US$1 a day. Led by Kenya and South Africa, the continent has come out on top in world tourism growth according to the United Nations World Tourism Organisation (UNWTO) (http://www.unwto.org/). While global tourism is forecast to grow by four percent in 2007, Africa as a whole enjoyed growth of 10.6 percent in 2006.

Tourism, because it is a labour intensive industry, is seen as a great way to both reduce poverty and meet all the Millennium Development Goals. It favours small scale businesses, it is decentralized and can diversify regional economies, it is relatively non-polluting and can contribute to the conservation and promotion of natural and cultural heritage, and most importantly it can act as a catalyst for kick-starting other sectors of the economy.

Tourism is now generally recognized to be one of the largest industries-if not the largest-in the world. It has grown rapidly and almost continuously over the past 20 years, and is now one of the world’s most significant sources of employment and of Gross Domestic Product (GDP). Tourism particularly benefits the economies of developing countries, where most of the sector’s new tourism jobs and businesses are being created. This rapid growth has encouraged many developing nations to view tourism as key to promoting economic growth, and global development assistance agencies see it as having real potential to help achieve many of their own development goals.

Tourism provides opportunities for diversifying local economies and promoting formation of micro and small enterprises, many of them women-owned. These enterprises promote better lives for poor entrepreneurs, especially in rural areas where there may be few other livelihood options. Tourism is generally labor-intensive and it tends to employ relatively higher proportions of women and young people than most other sectors. Tourism introduces technology and basic infrastructure, and strengthens linkages with the outside world. Well-planned and -implemented tourism projects can improve local governance, natural resources management, biodiversity conservation and other important development goals.

Within Africa, sub-Saharan Africa led the way with 12.6 percent growth. The countries benefiting the most included Kenya, South Africa, Mozambique, Swaziland and the Seychelles. Kenya received almost a million tourists in 2006, and earned US $857 million in revenue.

Kenya’s success rests on the fact it set aside 10 percent of the country for wildlife and biodiversity conservation. The majority of its tourists come to see the ‘big five’ – elephant, rhino, lion, buffalo, and leopard. Tourism currently employs 11 percent of the country’s workforce.

In October 2004 the World Tourism Organization released the Washington Declaration on Tourism as a Sustainable Development Strategy. Governments, international aid agencies, and the world’s leading universities agreed to make sustainable tourism development a top priority in their strategies to reduce poverty and meet other MDGs.

Aid agencies like USAID have targeted women for micro-funding for tourism projects. They have been able to help women start businesses making crafts in Tanzania and Botswana. The UK’s DfID helped Toni Shina from the Cape Town-based The Backpack to become a fair trade business. “Fair Trade Tourism South Africa recognises our commitment to uplifting our staff and community, and our utilisation of local service providers,” she said. “As a business we also have a strong and positive attitude to working with and supporting staff who are affected by HIV and Aids and we abide strongly with required labour and legal standards.”

And the fair trade concept is getting greater recognition. In a recent survey of the local tourism industry in South Africa, half recognised the Fair Trade in Tourism South Africa brand.

On the other hand, the scale of missed opportunities is illuminated in Rwanda. A consultant on a tourism management plan for the Volcano National Park, Edwin Sabuhoro, is urging communities living nearby to embrace eco-tourism and cash in on the tourists visiting nearby gorillas.

“According to our research,” he told Kigali’s The New Times, “some tourists say they carry their money back to their countries because they can’t find what to spend on.” And he pointed out the fate of the gorillas were directly linked to the poverty of the community: poachers would not be stopped if the community remained poor and had no other source of income.

How popular Africa has become is exemplified by Ethiopia’s rise into the top ten travel destinations for 2007, according to travel guide specialist Frommer’s. According to the guide, “Ethiopia has finally emerged out of the shadows caused by years of political strife, economic hardship and famine. The improved infrastructure has made travelling in Ethiopia increasingly popular, especially among independent-minded travellers and those seeking adventure.”

Another country, Tanzania, is targeting tourism as a key growth area. The country is trumpeting its peaceful and stable status and low-crime to attract tourists.
