Digital Mapping to put Slums on the Map

 

Mobile phones are more and more part of daily life in the South’s slums – even for the poorest people. One result is that it has now become possible to undertake digital mapping initiatives to truly find out who is where and what is actually going on.

About one-third of the world’s urban dwellers live in slums, and the United Nations estimates that the number of people living in such conditions will double by 2030 as a result of rapid urbanization in developing countries. How to improve their living conditions and raise their standard of living is the big challenge of the 21st century.

With just over five years until the 2015 deadline to meet the Millennium Development Goals (http://www.undp.org/mdg/), and the current economic downturn reversing some gains, any tool that can make development decisions more precise has to be a benefit.

People are now turning to the growing penetration of digital technologies into slums and poor areas to find solutions. With mobile phones available across much of the global South, and plans underway to expand access to broadband internet even in poorly served Africa, it is becoming possible to develop a digital picture of a slum area and map its needs and population.

Put to the right use, this powerful development tool can fast-track the delivery of aid and also better connect people to markets and government services.

In November, an NGO called Map Kibera (www.mapkibera.org) began work on an ambitious project to digitally map Africa’s largest slum, Kibera in Nairobi, Kenya .

The partners behind Map Kibera are Humanitarian OpenStreetMap, JumpStart International, WhereCampAfrica, the Social Development Network, Pamoja Trust, Hands on Kenya and others.

Estimates place the number of residents in Kibera at one million, but nobody really knows how many live there (UN-HABITAT). The slum is typical of such deprived areas, lacking in health and water resources and plagued by chaotic traffic and housing. Few fully grasp where everything is in the sprawl.

While data does exist on the slum, it is not shared or collated into one source. The Map Kibera project uses an open-source software programme, OpenStreetMap (http://www.openstreetmap.org/), to allow users to edit and add information as it is gathered. This information is then free to use by anybody wanting to grasp what is actually happening in Kibera: residents, NGOs, private companies and government officials.

This will literally put Kibera on Kenya’s map.

The mapping team started with 12 young people recruited in Kibera to start the work in November of this year. They will be trained and also receive support from the growing Nairobi technology community.

“The project will provide open-source data that will help illustrate the living conditions in Kibera,” said Map Kibera’s Mikel Maron. “Without basic knowledge of the geography of Kibera it is impossible to have an informed discussion on how to improve the lives of residents of Kibera.”

Workshops will communicate with local residents and show them the findings available from the map. Paper maps will be distributed to residents and then updated as new information comes in. It is critical local people are kept informed to build trust and avoid conflict. As can be seen from the Google Street Views (http://www.google.co.uk/help/maps/streetview/) controversy, nobody likes to be mapped without their permission or consent.

Like Kenya, Brazil has a long history of sprawling slums sprouting around its cities. Called favelas, they are complex places, with both rudimentary dwellings and elaborate mansions. Walking into a favela can be a journey through the dreams and aspirations of generations of people, often reflected in their dwellings. Favelas have many services, including hospitals, and there are restaurants and coffee shops. In short, while they are not in the official development plans, the favelas are vibrant economic entities and home to hundreds of thousands of people.

But since they are chaotic and undocumented by official maps, the economic and social development of the favelas is hindered as even basic services like mail delivery are difficult to provide.

An NGO called Rede Jovem (http://www.redejovem.org.br/) is deploying youths armed with GPS (global positioning system)-equipped (http://en.wikipedia.org/wiki/Global_Positioning_System) mobile phones to map the favelas of Rio de Janerio. To start with, they are mapping five favelas: Complexo do Alemão, Cidade de Deus, Morro do Pavão-Pavãozinho, Morro Santa Marta and Complexo da Maré.

“The main goal was to mark public interest spots on a map and show places like schools and institutions and hospitals and restaurants,” Natalia Santos, the executive coordinator for Rede Jovem, told MobileActive (www.mobileactive.org) . “We wanted to spread the news about what slums do have, so all the people can get to know that the slum is not just a place for violence and marginality and robbery.”

The mapping process works like this: the mappers physically travel around the favela and upload information on each, individual landmark (restaurants, roads etc.) as they go. They use Nokia N95s mobile phones that are connected to Google Maps (www.maps.google.com).

According to Santos, reporters enter the information on the map displayed on the phone, and they can video or photograph to add more detail. They are using Wikimapa (www.wikimapa.org.br), and Twitter (www.twitter.com) to log the information.

As Rede Jovem recruited young mappers, they discovered an interesting fact: the male reporters (aged between 17 and 25) were frightened to enter a favela with a mobile phone for fear of either being mugged or being stopped by the police. Because of this fact, all the mappers are young women.

They are ambitious for the future despite their funds running out in December. “We want everyone who has a cell phone with GPS to be a wikireporter,” said Santos .

How important it is to the favela residents to be recognised like this can’t be overstated. “I think they are very happy because they’re seeing that they exist,” said Santos. “And the mailman says that now he can deliver the mail.”

Innovation Villages Tackling MDGs

 

 

The global economic crisis that began to roll across the world in September 2008 is threatening gains made against poverty and hunger all over the South. As Kevin Watkins from UNESCO’s Global Monitoring Report told the Financial Times, “With the slowdown in growth in 2009, we estimate that the average income of the 391 million Africans living on less than US $1.25 a day will take a 20 percent hit.”

How well millions of people survive the economic turmoil will depend on how local communities respond. And there are innovating communities across the South that show it is possible to succeed. By studying the microcosm of test villages, where quantifiable results are being tracked, lessons are being learned on how to achieve the Millennium Development Goals (http://www.undp.org/mdg/).

The challenge of matching improving living standards and quality of life with environmental sustainability has been taken up by one village in Colombia. The technologies it has developed over the past few decades have been adopted around the country.

In Las Gaviotas, Colombia a unique experiment was hatched at the end of the 1960s: to see if a village could survive – and even thrive – while eschewing fossil fuels and industrial agriculture. It found its first test in the oil crisis of the early 1970s. For Las Gaviotas’ survival, meeting energy needs became paramount.

One of the simple concepts the community applied is a take on the physical reality that energy is never created or destroyed, it just moves from one medium to another. Las Gaviotas believes in using all the sources for energy that can be found in a local area first, before seeking out others.

Founded by development specialist Paolo Lugari,Las Gaviotas (http://www.friendsofgaviotas.org) is located in a desert region of Colombia. The area covers a vast territory comprising three-fifths of the country but is home to just 10 percent of the population. To Lugari, the harsh environment is a challenge to be overcome. To begin to reverse the arid environment at Las Gaviotas, the villagers reversed the dry climate by planting trees.

This had the effect of increasing local rainfall by 10 percent, making it possible to do other economic activities.”The only deserts that exist in this world are deserts of the imagination,” Lugari told the New York Times.

The 200 people living in Las Gaviotas have been able to get by without guns, police, a mayor, cellphones, television or the Internet. Nobody uses a job title — instead the adults in the community rotate jobs.

While the villagers do not use many of the technological tools people associate with modern life and prosperity, they do have a culture of invention. The inventions they have come up with include a solar kettle for sterilizing water and a 8,012 hectare pine forest which is harvested for resin to make biofuel for trucks and motorcycles. The resin is also used to make varnishes and linseed oil.

For years Colombia’s ongoing civil war raged around the community. Violent drug traffickers and private armies destabilized the country for decades. But despite this mayhem, Las Gaviotas has attracted rural peasants seeking to double their wages (US $500 a month) and enjoy the quiet life away from the war.

“We try to live a quiet life, depending on nothing but our own labor and ingenuity,” said Teresa Valencia, a teacher who has lived in Las Gaviotas for three decades.

Other products developed by the village included a turbine powered by a small, one metre high dam that produced 10 kilowatts of electricity, a windmill that was able to spin despite light breezes, and a pump strong enough to draw water from the hard-to-reach savannah water table.

Pride of place was the village’s hospital. Despite hot temperatures and high humidity, the hospital used clever technologies like subsurface tunnels and double ventilation systems in the walls to cool its operating theatre. The roof slid off to allow ultraviolet sunlight to disinfect rooms. After healthcare reforms in Colombia, the hospital was closed. Undefeated, the village turned the hospital’s kitchen into a potable water bottling facility, and reduced the need for hospital visits by making sure everyone in the area had access to clean water.

The community’s approach inspired scientists and architects, who came to design homes, laboratories and factories for Las Gaviotas.

One significant success has been the windmill-driven water pumps developed by Las Gaviotas. Invented by Jorge Zapp, head of the mechanical engineering department of Bogota’s Universidad de Los Andes, it is a lightweight windmill unit weighing barely 45 kilograms. The blades use the airfoil found on airplane propellers to make the most of light breezes.

In the 1980s, UNDP hired the Gaviotas team to install water and windmill pumps in other places in Colombia. Thousands have now been installed in Colombia and the design has been copied throughout Latin America.

Other inventions include a solar-powered kitchen, a water pump powered by a children’s see-saw, and a zeppelin that floats above the savannah plains to detect forest fires.

While the community has been able to forge a success, it can’t avoid the ups and downs of the global economy entirely. Competition from cheap imports of pine resin have pushed down the price the community can charge.

But in a topsy-turvy world, and surrounded by a civil war, what Las Gaviotas has achieved still seems impressive. “We have survived,” said Andrea Beltran. “Maybe, at this time and place in Colombia, that is enough.”

More recently, a much-publicized experiment is also underway in the Millennium villages. The Millennium Villages (http://www.millenniumvillages.org/index.htm) is a joint project between Columbia University’s The Earth Institute and UNDP, and is a bold experiment working with villages in Africa to identify and test solutions to help in achieving the Millennium Development Goals (http://www.undp.org/mdg/).

Britain’s Guardian newspaper has also been sponsoring and tracking changes in the villages of Katine sub-county in Uganda (http://www.guardian.co.uk/katine). Comprising 25,000 people, the project began in October 2007, and is conducted in partnership with the African Medical and Research Foundation (Amref) and Farm-Africa in Katine.

What is useful to people looking for solutions is the way the project is being tracked in detail on the newspaper’s website.

In India, the Model Village India (www.modelvillageindia.org.in) concept pioneered by Rangeswamy Elango, a head of the village of Kuthampakkam near Chennai, has now expanded to 30 model villages. Its approach is about being positive, eschewing griping about problems and instead getting down to work to solve them. Its success is based on an ancient Indian self-organizing model, the Panchayat, and Elango has modernized it to become what he calls The “Network Growth Economy Model” – a direct challenge to the “special economic zones that benefit only capitalist owners,” he said.

Solar Powered Village Kick-Starts Development Goals

 

More than 1.7 billion people around the world have no domestic electricity supply, of whom more than 500 million live in sub-Saharan Africa (World Bank). Without electricity, many development goals remain dreams that will never be achieved.

But in a first for India, a village is now entirely powered by solar energy, kick-starting its development and reversing the decline commpoon to many villages.

Rampura village in the state of Uttar Pradesh (http://en.wikipedia.org/wiki/Uttar_Pradesh) had previously been without electricity. But its move to solar power has boosted school performance, brought new economic opportunities for women, and even made the buffalo produce more milk! By getting up early, the buffalo can be fed more before day breaks.

Being able to see at night unleashes a vast range of possibilities, but for the very poor, lighting is often the most expensive household expense, soaking up 10 to 15 percent of income.

There’s a direct link between lighting and economic development. Each 1 per cent increase in available power will increase GDP by an estimated 2 to 3 per cent.

In India, 600,000 villages still lack electricity. Despite the country’s impressive economic gains – growth of over 9 percent per year for the last three years, although that rate is now slowing – the levels of poverty in the country’s villages have driven millions to flee to the sprawling slum zones of India’s cities.

Rampura was set up with solar power by a project of Development Alternatives (http://www.devalt.org/), a New Delhi-based NGO working on promoting “sustainable national development”. Using US $1,406,000 from Norwegian solar power company Scatec Solar (http://www.scatecsolar.no/), it installed 60 solar panels to power 24 batteries. The village’s 69 houses are directly connected to the solar plant.

According to Greenpeace (http://www.greenpeace.org/international/), India could generate 10 percent of its electricity from solar power by 2030.

Manoj Mahata, the project’s programme director, said half of India’s 600,000 villages without electricity can now have the option of solar power.

A steady electricity supply means children are extending their study time past daylight hours. Nine-year-old Aja told the Sunday Times: “I like watching television and the light at night means I can read.”

For women, the light brought by electricity means they can take on new business opportunities to boost income. “I want to start a sewing business with other women to make tablecloths and blouses,” said mother of three Gita Dave.

“Even the buffalo are producing more milk because people can feed before dawn,” said Ghanshyam Singh Yadav, president of Rampura’s energy committee.

“This is not rocket science. This is simple,” says Katja Nordgaard, director for off-grid projects at Scatec.

“The model is relatively cheap, and it is easy to operate and maintain. It can be built in three to four weeks, and can easily be scaled up if the demand for electricity increases.

“People in India are already paying when they need to charge cell phones, and for the kerosene they use in their lamps. The willingness to pay for energy is relatively high here, especially when that energy is reliable.”

In Bangladesh, more than 230,000 households are now using solar power systems thanks to the government’s Infrastructure Development Company Ltd. (IDCOL), giving rise to opportunities for a whole new generation of entrepreneurs to make use of this new power supply for the poor. IDCOL is run by the Ministry of Finance, and is on course to install 1 million Solar Household Systems (SHS) using solar panels by 2012. The Bangladeshi government is hoping to bring electricity to all its citizens by 2020 – meaning this is now a prime time for entrepreneurs specializing in providing energy efficient products to the poor.

Another initiative to boost development in India’s rural villages is the concept of the Model Village India (www.modelvillageindia.org.in), previously profiled by Development Challenges (November 2008).

Envisioning Better Slums

 


 

More than 900 million people – almost a sixth of the world’s population – now live in urban slums (UN). Improving conditions for these people is a critical Millennium Development Goal target. And the scale of the problem is vast: this year half the world’s population will live in cities, and already in developing countries 43 per cent of urban dwellers live in slums. In the least-developed countries the figure is 78 per cent.

The UN has estimated it will take US$18 billion a year to improve living conditions for these people – and most of it will have to come from the residents themselves.

An essential route to improving the situation is to give people living in slums the dignity and respect they deserve as human beings. Initiatives across the South seek to do this and turn the situation on its head: seeing slum dwellers as a valuable asset, not an urban blight.

The concept of ‘slum networking’ has been developed by Indian engineer Himanshu Parikh of Ahmedabad , a winner of the Aga Khan award for architecture. He starts from the point of believing there is no need for slum conditions to exist in India, but that slums do not need to be moved, just upgraded; and that good change can happen quickly. He also sees the residents’ involvement and financial contribution as critical to the sustainability of any improvements. His approach has already helped one million people overall, including 8,703 families (43,515 people) in Ahmedabad in 41 slum communities.

Slum networking does not depend on aid funds but is a self-reliant approach, in which residents make a partnership with private suppliers to get access to the most important services first: clean water and hygiene and sanitation.

Parikh’s approach involves providing channels for sewage, water supply and roadways in existing slum areas by exploiting the natural topography and pattern of development to provide the new infrastructure.

Parikh makes a detailed survey plan of the existing houses and divides them into groups based on the quality of construction. If they are of reasonable quality, they are left in place. Where possible, slum dwellers are allowed to buy the land they are squatting on. By buying the land, the owner now has a direct stake in its development.

“Working inside out, i.e. starting with quality infrastructure in the poor areas and working outwards to produce larger networks for the city or village, not only integrates the two levels, but actually produces far cheaper infrastructure at both levels,” Parikh told Architecture Week magazine.

In the Indian city of Indore, 181 slums were networked, giving the city 360 kilometres of new roads, 300 kilometres of new sewer lines, 240 kilometres of new water lines, 120 community halls and 120,000 trees. This transformed the two local rivers from open sewers back to water. According to the World Bank, the incidence of fatal water diseases fell by 90 per cent.

“No project for their rehabilitation could be successful until they were involved as the capital partners,” Parikh told India’s The Tribune. Upgrading “the civic amenities, including sewerage, roads and water supply, was the need of the hour for better living conditions of the slum dwellers.”

Another initiative in Bangladesh is bringing first-rate healthcare to the country’s water-logged slum dwellers. They live in areas called ‘chars’ — effectively stranded islands surrounded by rivers, plagued by frequent flooding and physically cut-off from the country’s transport and infrastructure networks. Located in northern Bangladesh’s Jamuna river regions of Gaibandha, Kurigram and Jamalpu, these areas are very poor and overlooked by most government and foreign aid programmes. The fact the islands shift around has made it difficult for much help to reach the people.

Bangladesh also has a severe shortage of doctors: there are 12,500 people per doctor, compared to 2,000 in Pakistan.

But a hospital ship run by the Friendship NGO (funded by private companies and NGOs) now brings healthcare to 4 million people, treating everything from cataracts to skin infections. It sees between 200 to 250 patients a day aboard a converted former river barge. Called the Lifebuoy Friendship Hospital because of its sponsorship by Lever Brothers Bangladesh Ltd. — makers of Lifebuoy soap — it cruises the river Brammaptura, helping 172,000 people since it set sail six years ago.

“People of the area look forward eagerly to our arrival,” said Dr Feroza Khatun, a doctor on the hospital ship. Other doctors and surgeons are provided by NGOs from Sweden, the Netherlands and France.

The ship carries a team of two doctors and four nurses, who live on board. It provides a range of services, from basic healthcare and immunisations to minor surgery. The ship is fully equipped with modern facilities, including clinics, a pharmacy, a treatment room and an operating theatre. There is also a four-bed ward for short-term care, a pathology lab and store, x-ray unit and dark room and an electrocardiogram (ECG).

Stays in the individual ‘chars’ are usually from three weeks to two months. When it leaves, a satellite clinic continues to provide care until the next visit. “In our satellite programmes, we bring in professionals for health and rural social education, provide paramedical care, give special treatment for mother and child health, family planning and pregnancy hazards, child nutrition and identify the needs for secondary care interventions,” said executive director Runa Khan to Bangladesh’s Star Weekend Magazine

Started as a trial in 2001, the ship began full operations in 2002. It has been so successful, it is currently expanding by building new ships paid for by the Emirates Airline Foundation.

This includes the rapid take-up of mobile phones and information technology in the global South (as profiled in the first issue of magazine Southern Innovator), the move to becoming a majority urban world, a growing global innovator culture, and the plethora of solutions being developed in the global South to tackle its problems and improve living conditions and boost human development. The success of the e-newsletter led to the launch of the magazine Southern Innovator.
