Cuba’s Hurricane Recovery Solution

 

The frequency of extreme weather in the past decade has been attributed to global warming (http://tinyurl.com/5peel). Many scientists believe the future will bring even more turbulent weather events and disasters. The devastation and hardship brought by natural disasters can eradicate development gains, and destroy livelihoods and health. It is critical countries help people to get back to their normal lives as fast as possible.

The Intergovernmental Panel on Climate Change (http://www.ipcc.ch) says extreme weather events will become more frequent, more widespread and/or more intense during the 21st century. Extreme weather is already costly for countries in the global South. The United Nations Environment Program (UNEP) found that the cost of droughts, storm surges, hurricanes and floods reached a record US$210 billion in 2005.

The Caribbean island of Cuba (http://en.wikipedia.org/wiki/Cuba) was particularly affected in 2008 by extreme weather, as the island was battered by two devastating hurricanes – Ike and Gustav – and a lesser one, Paloma.  It was the only time that three major hurricanes have hit Cuba in the same season, with just a 10 day gap between Gustav and Ike. The hurricanes were described as the “worst ever” storms by Cuban officials

The cost to Cuba has been high: Damages from Ike and Gustav are estimated at more than US$5 billion (http://tinyurl.com/ba7xny).

Between 2001 and 2005, Cuba experienced seven major hurricanes. Half a million houses were damaged, and 90,000 destroyed. In the 2008 storms, 619,981 homes were damaged and 70,409 destroyed, with 468,995 homes losing their roof tiles.

But Cuba has developed a pioneering way to quickly rebuild after disasters on a tight budget and using local resources. By using so-called ecomaterials – construction materials that are ecologically and economically viable – the Cuban approach erects sturdy homes, rather than just temporary shelters.

It is a common experience after a disaster in a developing country for all the resources to be spent on imported emergency shelter – tents, shacks, plastic sheeting – that then become permanent and inadequate homes. These makeshift dwellings provide poor security and shelter from the elements. For Cuba, the enormous scale of the repair and reconstruction job is especially difficult because of the fuel shortages and building supply restrictions brought on by the United States’ embargo on the country (http://tinyurl.com/4alwrb). In turn, Cubans are adaptable and creative with their solutions.

The Cuban approach builds permanent homes that can be expanded, teaches homebuilding skills and creates permanent employment in manufacturing building materials.

By developing technologies to manufacture building materials – bricks, concrete blocks, cement, roofing tiles, bamboo furniture – on site using local resources, the approach lets homeless people themselves rebuild sturdy, high-quality homes, rather than waiting for outside building crews to come and do it, or being dependent on expensive, imported building materials. By doing this, jobs are created and wealth and gets the community back on its feet after the disaster.

“This is all about going back to the roots: wood, concrete and bricks,” said the passionate brains behind this approach, Fernando Martirena, a professor at CIDEM  — the Centre for Research and Development of Structures and Materials — at the Universidad Central de Las Villas, in Santa Clara , Cuba (www.ecosur.org).

“The so-called free market has demonstrated it can not tackle this problem of the urgent housing crisis in the world.”

At the heart of the Cuban approach are easy-to-use machines that produce the building materials. They range from hand-cranked presses that make mud and clay bricks, to vibrating presses for concrete brick making.

Training the homeless population to do the building themselves allows reconstruction work to begin straight away, rather than waiting for professional building crews to arrive on the scene. It is also psychologically more empowering for the people to be active participants in the rebuilding of their lives. The pride the people have in their new homes is visible.

And quality has been critical for the programme so it can become sustainable and long-lasting:

“The driving force for this project is need,” Martirena said. “If we want to obtain sustainability, we must go beyond need. After disaster, need is the driving force. But after two years, when most things have been completed, it must be a business. Good, beautiful, cheap. Normally, this technology is cheaper than industrial technology.”

To stay prepared for future natural disasters that destroy or damage homes, the Cubans have established strategic reserves of micro-concrete roofing tiles. The lightweight but strong tiles can be used to quickly erect a small module home, and then the home can be expanded and built on as resources and time allow.

Martirena, a former UNHABITAT award-winner, believes this approach to building materials brings prosperity back to rural areas and helps stem the flood of people to cities and urban sprawl seen across the global South.

“You have to go back to the origin of the problem: people are looking for money and better jobs. It is not because they like the cities; they hate the cities!”

“Bamboo harvesting (for furniture making) can bring people three times more income than they would make in the cities. They are really making money.”

For Cuba, this has been a journey from a highly centralised and fuel-dependent approach to house building, to a decentralised, low-fuel approach. From 1959, the year of the revolution, until 1988, Cuba built housing using a centralised factory method to make building materials. Prefabricated houses were erected across the country. The materials were delivered by road and rail, all fuelled by cheap oil from the former Soviet Union.

After the collapse of the Soviet Union in the early 1990s, oil became scarce and the transport network the building industry depended on fell apart. This time was called the “special period.”

Apart from natural disasters, Cuba’s housing stock has suffered under the US embargo. The country’s housing began to decay as repairs were not happening and new houses were not being built. When people did want to do the repairs themselves, the lack of building supplies made it difficult for them to do so. Cuba realized it had to do things differently: the solutions had to be local, energy-efficient, and easy to use.

CIDEM oversees workshops, training and building teams across the country. It tests new materials and designs in its labs before they are deployed as building solutions. The ecomaterials are chosen for low energy use and the ability to recycle waste. Being inexpensive, they offer a sustainable solution for the poor.

In the community of Jatibonico, single mothers make up 40 percent of those who have benefited from the building projects. One woman proudly showed off the home she had built in the Spanish style, complete with Greco-roman columns on the porch. It has a clean, modern bathroom with shower and toilet.

Martirena is currently working on a book of case studies about CIDEM’s projects helping Cubans cope with reduced oil dependency.

CIDEM collaborates with universities around the world and has 19 workshops employing over 200 people in Cuba, and 15 in other countries in Latin America and Africa. It works with the Ecosur initiative and all the machines and advice on how to use them is available from the Ecosur website (www.ecosur.org).

DIY Solution Charges Mobile Phones with Batteries

 

There are now more than 3.5 billion mobile phones in use around the world. In the past five years, their use and distribution has exploded across the global South, including in once hard-to-reach places in Africa. In fact, Africa is the world’s fastest growing mobile phone market. Over the past five years the continent’s mobile phone usage has increased at an annual rate of 65 percent – twice the rate of Asia.

The world’s poor are creative users of mobile phones, adapting these powerful tools to help with business, saving and spending money, and communicating with the outside world. As powerful as mobile phones are, they need electricity to stay functioning. And it is the struggle to find a steady supply of electricity that vexes many in the South.

There are wind-up mobile phone chargers, solar powered chargers (http://tinyurl.com/bg3wac), and mobile phone chargers you wave about. But most of these devices are, to someone who is poor and living in the South, expensive and hard to find. So what to do when it is not possible to buy a solar powered mobile phone charger?

Necessity is the mother of much invention. And one inventing mother is Mrs. Muyonjo, a housewife in a remote village of Ivukula in Iganga district, Eastern Uganda. She used to ride her bicycle for 20 miles in order to get to the nearest small town with an electricity charger for her mobile phone battery.

If that wasn’t a struggle enough, she was one day deceived by a vendor running a village battery charger.

“I will never give my telephone to the village battery chargers again,” she told the Women of Uganda Network (www.wougnet.org). “I gave them my new phone for charging, and they changed my battery and instead returned to me an old battery whose battery life can only last for one day.”

Ripped off by the vendor and unable to find the money or time to charge the battery daily, she decided to find an alternative charging solution.

“I looked at what was readily available to me and came up with my own charger. I devised this method to enable me to charge my battery every day. It works perfectly.”

A simple solution that shows there is no need to be a prisoner of technology, just its adaptor.

African Bus to Tackle African Roads

 

Roads in many parts of Africa are rough at best, and hostile to vehicles designed with smooth, flat highways in mind. Even in countries like South Africa, where modern highways are common, a quick turn off the smooth highway to visit many communities will mean tackling makeshift dirt roads. In these conditions, buses imported from Western Europe are at a disadvantage when they hit the bone-jarring reality of potholed roads.

In the West African country of Ivory Coast, a manufacturer has decided to tackle the problem head on by designing and manufacturing a long-distance passenger bus just for African conditions.

The engineering arm of the national transport company, Sotra (http://www.sotra.ci/sotraindustries.php) (http://www.sotra.ci/index.php?rub=act), decided it could save money and create a bus better suited to African conditions.

“We want the transfer of technology in Africa,” Mamadou Coulibaly, Sotra Industries director, told the BBC. “And we want to build our own buses with our specification.

“In Europe the technology is very sophisticated with lots of electronic devices. In Africa we don’t need this.

“We just need robust buses because our roads are not very well done like in Europe. This is an African design for Africa.”

The African bus has fewer seats than European ones, and it can pack 100 people inside. It is a successful formula that has now attracted orders from other African countries.

Three buses are already in operation and more are in the works on a production line. They are designed and made in the largest city, Abidjan, building on an existing chassis and engine base made by European truck company Iveco. Sotra plans to build 300 buses a year in three models: coach, urban and tourist.

“I think it’s a good thing,” Isaac Gueu, an Abidjan accountant, told the BBC. “It’ll help students to move about in more comfort.”

Not only is the accomplishment impressive as an example of made-in-Africa manufacturing, but it was also completed while the country was going through a civil war and political crisis.

Sotra is an experienced manufacturer, and built its reputation with reliable boat-buses (http://tinyurl.com/bot6fv) that ply the country’s lagoons.

Africa’s roads lag behind the rest of the world: In 1997, Africa (excluding South Africa) had 171,000 kilometres of paved roads — about 18 percent less than Poland, a country roughly the size of Zimbabwe. As efforts to complete the trans-African highways continue (http://en.wikipedia.org/wiki/Trans-African_Highway_network), the quality of existing roads is deteriorating. In 1992 about 17 percent of sub-Saharan Africa’s primary roads were paved, but by 1998 the figure had fallen to 12 percent (World Bank). More than 80 percent of unpaved roads are only in fair condition and 85 per cent of rural feeder roads are in poor condition and cannot be used during the wet season. In Ethiopia, 70 percent of the population has no access to all-weather roads.

Africa also has an appalling road accident rate, mainly attributed to the use of minibuses and other makeshift buses. Each year the number of road deaths and disabilities due to road accidents rises. It is estimated if things carry on as they are, the number of yearly traffic deaths across the continent will reach 144,000 by 2020, a 144 percent increase on today’s deaths.

A properly designed bus is a safer option than trying to pack passengers into a tippy minibus.

On top of making road passenger travel safer and more comfortable, Sofra is creating jobs in Africa and reducing dependence on imports. Beholden to importing sophisticated goods from outside the continent, Africa’s wealth is spent to the benefit of others, and at the expense of high-value jobs at home.

Coulibaly is confident Sotra will reach its goal.

“We have been to school in Europe and we think that we are able today to build our own buses; there are no special difficulties,” he said.

In Nigeria, Innoson Vehicle Manufacturing Company Limited (INNOVEMCO) (http://innosongroup.com/ ) is, in collaboration with Chinese manufacturers, building a huge auto plant in Nnewi (http://en.wikipedia.org/wiki/Nnewi) where a wide range of commercial and utility vehicles will be produced for the Nigerian market and some countries in West Africa.

Venezuela’s Currencies Promote Cooperation Not Competition

 

The global economic crisis has spread around the world and is bringing many problems in its wake.  As global currency markets gyrate wildly, and people find they can go from having wealth to being poor almost overnight, the question is being asked: “is there another way?”

The global economy is slowing rapidly. Even Iceland – a country recently named as having the best quality of life in the world (Human Development Index) (HDI) – has gone broke, and many other nations around the world will face serious economic crises. People will need to protect themselves from the worst effects of the fallout from various economic bubbles bursting.

Runaway inflation, as is occurring in Zimbabwe – reaching 231 million percent in October, 2008 according to official sources – shows faith in a country’s currency can be sorely tested. But do people and the poor in particular, need to be prisoners of the economy managed by a national currency?

The ‘prosumer’ movement (http://en.wikipedia.org/wiki/Prosumer), where consumers take an active role in re-shaping markets and economies to their benefit, around the world is looking for ways to bypass national currencies and make food, goods and services more affordable and stable, improving the lives of the poor. One way this is done is through alternative currencies (http://en.wikipedia.org/wiki/Alternative_currency).

Cimarrones, or the Cimarron, joins 10 other alternative currencies currently in operation across Venezuela. They are circular cardboard tokens with a picture of a runaway slave on them.

Supported by Hugo Chavez, the country’s president, the new currencies are aimed at tackling poverty and establishing new economies. The currencies can’t be exchanged for the Venezuelan currency, the bolivar.

It works like this: to be a prosumer, you must first bring something to sell before you can buy anything. The range of products for sale at prosumer markets is not vast, but that isn’t the point.

“It’s magic,” Pablo Mayayo, an Argentinian advising Venezuela on prosumer schemes, told The Economist. “ When you take away money, which is the cause of almost all the great evils in the world, people relate to each other in a different way, by cooperating, not competing.”

Argentina pioneered so-called “barter markets” in response to its economic crises, helping people avoid starvation, looting and perhaps a revolution. By the end of 2002, there were 4,500 barter markets being used by half a million people producing 600 million credits.

“They were organized geographically around church halls, car parks and baseball courts,” recalled Peter North, a Liverpool University geographer. “They offered a wide range of products and services, supplied by professionals, trades people and farmers, as well as housewives and the unemployed. Stalls attracted ‘prosumers’ in their thousands, who paid with credit coupons issued by one or more barter markets. Everyone involved was both a prosumer and a producer, since you couldn’t purchase credits or exchange them for pesos.”

In Rio Chico, a small town in the Venezuelan coastal region of Barlovento, the prosumer currency market has people happy with the prices.

“I grow coconuts,” said Angenia Hernandez. “In the shops they cost 3.5 bolivares each (US $1.63) at the official exchange rate), but we we’re going to sell them at [the equivalent of] 1.5.” She calls it an end to “commercial fascism.”

Because of global currency speculation and investment flows, national currencies are not entirely at the control of national governments. High inflation seriously hurts the poor and low-waged, and national currencies can hurt the rural poor, who become prisoners to high interest rates charged by urban lenders.

Turning to a local, alternative currency has many advantages: it stops currency speculation, stops the flow of wealth to urban areas, preserves purchasing power, keeps trading local. Avoiding the draining away of wealth to middlemen, it addresses currency scarcity, and fosters greater awareness of how economies function and the mechanisms of trade

Criticism of these schemes say it is just a re-run of regressive company currencies and feudal tokens that were used in the past to control people and force them to only buy products from the landowner or boss.

In Papua New Guinea , shells are used for money and are called Tabu.  It is an ancient currency system used by the Tolai people of East New Britain Island . Stephen Demeulenaere (www.network-economies.com), who has worked on alternative currencies around the world and helped with the re-introduction of the Tabu in Papua New Guinea , sees it playing a key role in the local economy.

“Tabu was very effective at addressing poverty,” he said, “because anything could be purchased with it, from a handful of peanuts up to a piece of land or even a car, without needing national currency.  Tabu is produced traditionally by women, so theoretically nobody would suffer from a lack of it.  The advantage over the national currency is that it has a very long history of use, and people trust it more than the national currency.

“Tabu builds wealth by facilitating the exchange of locally-produced goods and services which may not circulate in a ‘national-currency only’ economy, and values activities that may not be considered to be economically viable if the use of national currency was the only option.  In the west we see this where ‘mother’s work’, hobbies, mutual-aid and other traditional under-valued but economically important activities are not valued monetarily.

“By encouraging the exchange of locally-produced goods and services, wealth is built in the community from the ground up.”

Over 75,000 people now use the shells, usually traded in great rings.

Getting the introduction of an alternative currency right is critical. In Argentina, such currencies were criticised for being manipulated by criminal gangs and political forces.

“The main advice I have is to study the community closely, and our website at http://www.complementarycurrency.org, provides free resources for people wishing to start their system,” Demeulenaere said.

“The system must be transparent so that people trust it and participate in maintaining its health and stability; democratic, so that it can not be abused by those in power; appropriate, so that it achieves general social and economic goals and aspirations of the community; and to be complementary to the regular economy so that the system helps its members to improve their lives economically.”

At the Jai Marketplace in Thailand , all of the goods in the market can be bought entirely in the local currency called “Jai’. Jai is convertible to Thai Baht or to organic, locally made cow fertilizer, and is designed to improve the local economy and the climate for micro, small and medium enterprises through the local exchange network.

Clay Filters are Simple Solution for Clean Water

Access to clean water is critical to good health. It is a basic human need that when met, leads to the biggest improvements in health and well-being. Dirty water causes diarrhoea (http://en.wikipedia.org/wiki/Diarrhea), cholera and typhoid. Diseases caused by dirty drinking water kill almost 5,000 children a day around the world (WHO).

But millions have benefited from a simple solution using clay filters invented and pioneered in Central America, and now manufactured by 28 small factories in 23 countries – the largest in Ghana and Cambodia. Each factory makes up to several thousand filters a day. They offer an ingenious solution that also creates local jobs and skills.

Looking like 30 centimetre-high flowerpots, the filters designed by Guatemalan chemist Fernando Mazariegos blend local clay and plant husks to create a filter capable of killing 98 percent of the contaminants that cause diarrhoea. The husks are burnt away when the filters are fired in a kiln, creating tiny holes that filter out harmful organisms. A coating of colloidal silver (http://en.wikipedia.org/wiki/Colloidal_silver) is painted on the filters after they have been fired in the kiln.

“Each filter can support a family of six,” said Kaira Wagoner, Coordinator of Ceramic Water Filter Projects with the NGO Potters for Peace (www.pottersforpeace.org). Founded in Nicaragua but now US-based, Potters for Peace has popularized the filters and helps with all the training and support required to establish the workshops and market the filters.

The first filter-making workshop was set up in Managua, Nicaragua after Hurricane Mitch in 1999 (http://en.wikipedia.org/wiki/Hurricane_Mitch). That workshop has made and distributed 40,000 filters through the Red Cross and NGOs such as Medecins Sans Frontieres/Doctors Without Borders. Potters for Peace has now stopped running workshops and factories themselves, and provides others with the training and advice necessary to produce clay filters.

To work, the filters are placed in a plastic bucket, a spigot added, and a cover put on top to prevent contamination. The filters are capable of filtering four litres of water an hour.

The genius behind the filters is the fact they can be made by small, local workshops – making access to clean water available anywhere, and creating jobs. Just three to four people can produce up to 50 filters a day. According to tests by the Family Foundation of the Americas, a Guatemalan NGO, the filters halve the incidence of diarrhoea in households that use them.

“The cost of establishing a workshop varies largely,” said Wagoner, “depending on the factory’s location, desired production – from 50 per day to 1000 per day – and on the equipment already available in the potter’s workshop. Potters for Peace generally tries to work with potters who already have some of the needed equipment, such as a hammer mill and clay mixer.

“Filters are distributed hand in hand with health and sanitation information which highlights practices such as hand washing,” said Wagoner. “Since many individuals would otherwise boil their water, the filter significantly reduces the time many women would spend gathering firewood. This gives them time for other things such as school and income generating activities, and is better for the environment, especially in locations where problems with deforestation are significant.”

Experience has found marketing is key to the successful adoption of the filters by communities.

“It is very difficult to create a market in a region of poverty,” said Beverly Pillars, also from Potters for Peace, “and to gain acceptance of a new product that the community will want to purchase to keep a workshop sustainable. NGOs may distribute the ceramic water filters, but for the community to fully accept the idea of seeking out clean, safe drinking water on their own, we urge the local owners of the factory to be innovative in marketing.

“Our best approach has been to select partners in developing areas that have some experience such as a potter or brick maker, and help them to find methods that work in their communities to distribute as many of the ceramic water filters as possible, such as a distribution link through local health centres and small corner markets, adds in Yellow Pages, road signs.”

To get a workshop up and running, they need to have a machine to press the clay filters, a kiln to fire them, and a pyrometer (http://en.wikipedia.org/wiki/Pyrometer) to measure the temperature of the kiln. It usually takes between three and six weeks of training to become proficient at making the filters. Trainers help with acquiring the proper equipment, building the kiln, the clay filter formula, quality control procedures, and marketing techniques and materials.

“My advice to people wanting to start making filters is to look for local craftspeople to partner with,” said Pillars. “Look at local access to brick, clay and sawdust. Be prepared for hard and rewarding work to bring safe, clean drinking water to developing populations.

“Every location is a best location, because the demand for safe, clean drinking water worldwide is so great. The beauty of the ceramic water filter technology is that it uses very few resources: clay, sawdust or other burnout material available and bricks for a kiln. We have found these resources to be present worldwide.”

The filter has been cited by the United Nations’ Appropriate Technology Handbook, and is used by the International Red Cross and the Nobel Prize winning medical relief organization Doctors Without Borders. There are plans to start more filter factories in Cote d’Ivoire, Bolivia and Somaliland.
